This position is for a Deputy Director focused on municipal performance monitoring, evaluation and reporting, with a specific emphasis on municipal property rates compliance, within the Municipal Finance Monitoring and Evaluation directorate. Based in Johannesburg, the successful candidate will operate at a senior supervisory level within the public sector, ensuring that municipalities adhere to the Municipal Property Rates Amendment Act (MPRAA) and its supporting regulations. The role is deeply embedded in the governance and financial oversight of local government, requiring close engagement with municipalities, valuation appeal boards, and various oversight bodies.

The ideal candidate must hold a Matric certificate plus an NQF level 7 degree or equivalent SAQA-recognised qualification in Property Studies, Real Estate, or Property Estate Management. This must be coupled with at least three to five years of experience in a property management environment, including at least three years at the supervisory or Assistant Director level. A valid driver’s licence is required. The role calls for a wide range of competencies: real estate knowledge, auditing, project management, data management and analysis, research and planning, report writing, analytical and problem-solving skills, strong communication and presentation abilities, coordination and negotiation, financial management, and effective conflict management. A thorough understanding of the MPRAA, related local government legislation, and the broader public sector regulatory framework, including the DPSA Act and Regulations and the PFMA, is essential, along with the ability to interpret directives and exercise sound managerial judgement.

The core duties of this post are extensive and centre on ensuring compliance with the MPRAA. The Deputy Director will monitor compliance and assess municipal calendar events, manage and advise on applications for condonations and for extensions of the validity of municipal general valuation rolls, and guide municipalities on corrective measures where non-compliance is identified. The role also involves assessing both draft and approved municipal property rates policies, providing municipalities with findings and recommendations, and conducting workshops alongside valuation boards to strengthen implementation. The post requires compiling quarterly progress reports, monitoring resolutions arising from workshops, and managing stakeholder relationships by responding to MPRAA-related queries from bodies such as the Gauteng Provincial Legislature and property rates organisations. Additionally, the Deputy Director will liaise with legal representatives or Senior State Counsel on court matters affecting MPRAA and manage those outcomes. As a manager, the incumbent is responsible for human resource development, performance management, the sub-unit’s annual performance and operational plans, risk management, and conflict resolution.

Candidates should note that this is a senior public service position with a comprehensive recruitment process. The department encourages applications from youth, persons with disabilities, and designated groups, with a medical confirmation required for disability declarations. Shortlisted applicants will undergo pre-entry assessments, including practical and integrity exercises, and will be subject to personnel suitability checks such as vetting and qualification verification. The department reserves its right not to fill the post and will follow standard application protocols, including the Z83 form and CV submission, with only shortlisted candidates required to produce certified copies of qualifications.
