The Principal Provincial Inspector position is a senior law enforcement management role within the Traffic Management component of the provincial Traffic Law Enforcement Services, based in Heidelberg. Operating in an OSD-graded public service post, the incumbent serves as a key operational leader responsible for enforcing road traffic, public passenger transport, and related legislation while commanding a team of inspectors. This is a highly visible, hands-on role that requires a strong field presence, as the officer must ensure the free flow of traffic at congested areas, safeguard accident scenes, and coordinate activities across the region. The post sits within the broader provincial traffic policing environment, meaning the work involves close collaboration with other law enforcement agencies and stakeholders to improve road safety and compliance.
Candidates must hold a Grade 12 certificate or higher qualification, together with a Basic Traffic Diploma, and must have between six and ten years of relevant working experience in the traffic and transport enforcement field. All valid driving licences, specifically A and EC, are required, and applicants must have no criminal record. The role calls for extensive knowledge of road traffic and public transport policies and regulations, as well as law enforcement expertise in vehicle inspections and vehicle impoundment procedures. A wide range of managerial and technical skills is essential, including planning, organising, leading, controlling, monitoring, people management, communication, decision-making, problem solving, report writing, labour relations, investigation, analytical thinking, computer literacy and operations or project management. Strong motivational, customer relationship and continuous improvement capabilities are also necessary to drive performance and service delivery.
The duties are extensive and demanding. The Principal Provincial Inspector develops operational strategies and ensures the implementation of approved traffic law enforcement strategies, manages speed testing operations, coordinates arrests on traffic-related matters, attends court proceedings and gives evidence. The role also involves managing the issuing of notices to offenders, leading traffic policing projects, identifying hazardous locations and advising relevant role-players, and managing the escorting of abnormal vehicles and loads. Other responsibilities include monitoring road sports and social events, managing overload control for goods and passengers, and overseeing joint law enforcement activities through cooperative governance structures. Resource management forms a core part of the role, with the officer expected to supervise Senior Provincial Inspectors and Provincial Inspectors, monitor their production statistics, conduct field visits, and implement innovations to improve the working environment. The incumbent performs basic management functions, convenes planning and feedback meetings, assists with human resource issues, coordinates quarterly staff performance appraisals, manages risks, ensures proper fleet and equipment management, implements loss control measures, and participates in budget planning and expenditure monitoring.
All shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity or ethical conduct assessment, followed by a personnel suitability check covering vetting, criminal record and citizenship verification. This is a challenging leadership opportunity for an experienced traffic enforcement professional seeking to make a meaningful contribution to public safety and transport regulation.
