This position of Principal Provincial Inspector sits within the Traffic Management component at the Johannesburg TLES centre, forming part of the province's road safety and public transport enforcement apparatus. The role is a senior operational and supervisory one, requiring a blend of hands-on law enforcement leadership, strategic planning, and administrative control across a busy metropolitan environment.

To be considered, candidates need a Grade 12 certificate or higher, a Basic Traffic Diploma, and between six and ten years of direct work experience in the field. Valid driving licences in the A and EC categories are mandatory, as is a clean criminal record. The post demands extensive knowledge of road traffic and public transport legislation, law enforcement procedures, vehicle inspections, impoundment processes, and the legal documentation that accompanies enforcement actions. Beyond that, the successful applicant must demonstrate competencies in records management, resource management, customer relationships, planning, organising, leading, controlling, monitoring, people management, service delivery, communication, decision-making, problem-solving, report writing, labour relations, driving and investigation skills, motivational ability, analytical thinking, computer literacy, and operational or project management.

The duties are wide-ranging. The incumbent will manage and enforce road traffic, public passenger transport, and other relevant legislation, while also developing and implementing operational strategies aligned to approved enforcement approaches. Daily work includes ensuring free traffic flow through point duty and congestion control, coordinating activities at accident scenes, planning and managing speed testing operations, coordinating arrests on traffic matters, attending court to give evidence, and managing the issuance of notices to offenders. The role also covers traffic policing projects, advising stakeholders on hazardous locations, escorting abnormal vehicles and loads, monitoring road events, and overseeing overload control for both goods and passengers. Joint law enforcement with other agencies is a key responsibility, involving planning, executing, evaluating, and reporting on shared strategies.

A substantial part of the job is managerial. The Principal Provincial Inspector must supervise Senior Provincial Inspectors and Provincial Inspectors, monitor and balance their production statistics, implement workplace innovations, conduct field visits, and update environmental analyses. The post requires performing core management functions, leading meetings, addressing human resource issues, and coordinating quarterly performance appraisals. Risk identification and mitigation planning are essential, as is the management of administrative activities, the motor vehicle fleet, equipment state and replacement planning, and loss control measures for firearms and other assets. Budgetary involvement includes participating in budget planning, monitoring expenditure and inspection reports, implementing corrective actions, and discussing budget priorities in management meetings.

Applicants should note that this is a disciplined role with integrity expectations. Shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an ethical conduct assessment, alongside a personnel suitability check covering vetting, criminal records, citizenship, credit history, and qualifications. Foreign qualifications require SAQA evaluation. The application process itself follows standard public service procedures, and unsuccessful candidates will only be contacted if shortlisted. This is an OSD-graded position offering a structured career path within traffic management, ideal for experienced inspectors ready to step into leadership.
