The Chief Provincial Inspector position is a senior operational leadership role within the Traffic Management directorate of the Department of Community Safety, based at the Inspectorate. The post is responsible for overseeing, coordinating, and monitoring traffic law enforcement activities at provincial and station levels, ensuring that operational plans align with the provincial annual performance plan and that legislative mandates are carried out effectively. The role sits at the intersection of strategic planning, stakeholder liaison, and hands-on management, requiring a leader who can translate policy into measurable enforcement outcomes while maintaining order, discipline, and accountability within the unit.
Candidates must hold a relevant tertiary qualification, specifically a three-year diploma or degree (or equivalent), combined with substantial supervisory experience of between three and five years. A further seven to ten years of practical working experience in the traffic law enforcement field is required, along with valid driving licences in categories A and EC, and an unblemished criminal record. The ideal applicant will possess extensive knowledge of traffic management policies, relevant legislation, and regulations, as well as demonstrated competence in vehicle inspections and impoundment procedures. A broad skill set is essential, including records and resource management, customer relationship management, planning, organising, controlling, and monitoring. Strong people management, service delivery orientation, communication, decision-making, and problem-solving abilities are expected, together with analytical thinking, negotiation skills, initiative, computer literacy, project management, mentoring and coaching capability, and sound leadership.
The duties are wide-ranging and centre on strategic and operational enforcement planning. The post holder must complete and update environmental analyses, develop and implement the centre’s operational plan, monitor project execution, track annual performance targets monthly, and liaise with station and centre management on strategic planning. The role also requires building integrated partnerships with local authorities and managing stakeholder relations with other state departments and law enforcement agencies. In terms of service delivery improvement, the incumbent is expected to manage administrative systems, ensure registers are inspected weekly, maintain accurate and current statistics, and engage with Community Police Forums. The position also entails ensuring that Testing Centre Stations operate optimally and that all prescribed acts, policies, and procedures are followed, with records and registers properly filed. Human resources duties include managing grievances, facilitating quarterly team-building activities, overseeing leave administration, implementing in-service training, and managing staff performance. Financial management responsibilities involve monitoring monthly expenditure, implementing corrective action, participating in budget and overtime planning, and responding to head office queries. Finally, asset management includes monitoring vehicle costs, managing the fleet, implementing loss control measures for firearms and equipment, and maintaining asset inventories.
Notably, this is an advertised public service post with a closing date and a structured application process. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity evaluation, and successful applicants will be subject to personnel suitability checks covering vetting, criminal records, citizenship, credit records, and verification of qualifications and employment history. The department reserves the right not to fill the post, and only shortlisted applicants will be contacted.
