This position of Chief Provincial Inspector is located within the Traffic Management Directorate, specifically attached to the Special Law Enforcement Unit, and carries a significant managerial and supervisory mandate. The role is central to the provincial government’s efforts to enforce traffic law, improve road safety, and ensure that law enforcement operations are conducted efficiently, lawfully, and in line with strategic provincial plans. The incumbent will be expected to provide strong leadership, coordinate with multiple stakeholders, and manage both human and financial resources within a specialised law enforcement environment. This is an operations-focused management post that requires a blend of technical traffic law knowledge, administrative acumen, and the ability to motivate and direct teams.

Applicants must possess a relevant tertiary qualification, specifically a three-year diploma or degree, or an equivalent qualification. In addition, the role demands between three and five years of supervisory experience, as well as seven to ten years of practical working experience in the traffic law enforcement field. A valid driving licence for code A and code EC vehicles is essential, and candidates must have a clean criminal record. The department also looks for a wide range of competencies, including extensive knowledge of traffic management policies and regulations, relevant legislation, vehicle inspections and impoundment procedures, records and resource management, customer relationship management, and strong planning, organising, controlling, monitoring and people management skills. Other key abilities include decision making, problem solving, analytical thinking, negotiation, innovation, project management, computer literacy, mentoring, coaching, and leadership.

The duties of the Chief Provincial Inspector are broad and cover operational planning, service delivery improvement, human resources, financial management, and asset control. The incumbent will manage the implementation of the operational law enforcement plan, including completing and updating environmental analyses, developing operational plans based on the provincial annual performance plan, and monitoring projects linked to the strategy. Regular communication with station and centre management is required, as is participation in integrated partnerships with local authorities. The role also involves coordinating stakeholder relations with other state departments and law enforcement agencies, managing administrative systems, ensuring registers are inspected weekly, and making certain that statistics are accurate, current, and submitted on time. External community communication and liaison with Community Police Forums form part of the responsibilities, alongside ensuring that Testing Centre Stations operate optimally and that all prescribed acts, policies and procedures are implemented and adhered to.

Human resource management is another critical component, including managing grievances, facilitating quarterly team building activities, overseeing leave utilisation, developing in-service training programmes, monitoring formal training needs, and managing staff performance. Financial responsibilities include monitoring monthly expenditure and inspection reports, implementing corrective action, managing budgets, planning overtime based on priorities, and responding to head office financial queries. Asset management duties cover monitoring vehicle costs, managing the motor vehicle fleet, ensuring vehicles are in good running order, putting loss control measures in place for firearms and other equipment, and managing assets according to inventories.

Further notable information is that shortlisted candidates will be required to undergo two pre-entry assessments, one practical and one integrity-based, and successful candidates will be subject to personnel suitability checks including criminal, citizenship, credit, qualification and employment verification. The department reserves the right not to make an appointment. Candidates should also note that applications must comply fully with the instructions on the Z83 form and CV submission requirements, and foreign qualifications must be accompanied by a SAQA evaluation certificate. This is a demanding but rewarding career opportunity for an experienced traffic law enforcement professional seeking to contribute at a strategic, provincial level.
