This position is for a Deputy Director of Human Resource Development within the Corporate Management Services component of the Department of Community Safety, based at the Head Office in Johannesburg. As a senior management role at an entry-level management band, the incumbent will be responsible for steering the department’s human capital development agenda. The role sits at the intersection of strategic planning and operational delivery, requiring a leader who can align training and development initiatives with broader government priorities, legislative frameworks, and the department’s strategic objectives. The post is an OSD-graded position offering an all-inclusive remuneration package, and it calls for a candidate who can provide credible leadership in a fast-paced public service environment.

To be considered, applicants must possess a Matric certificate along with a National Diploma at NQF level 6 or a bachelor’s degree at NQF level 7 in Human Resource Management or Human Resource Development, or an equivalent relevant qualification. In addition, at least three years of experience at entry-level management or as a Skills Development Facilitator, Assessor, or Moderator is required. Candidates must have no criminal record or pending cases against them, and must hold a valid code 08 or 10 driver’s licence. The role demands a comprehensive skill set including knowledge of relevant legislation, public service regulations, Treasury regulations, budgeting, and financial management. Strategic thinking, project management, knowledge management, team leadership, problem-solving, and strong interpersonal and communication abilities are essential, as is the capacity to manage conflict, build networks, and drive continuous improvement. The ideal candidate will be flexible, change-oriented, customer-focused, and committed to diversity management.

The core duties of this role are broad and impactful. The Deputy Director will manage training, skills development, and learnerships, while also coordinating and facilitating training programmes across the department. This includes implementing and monitoring the departmental HRD strategy, developing and maintaining a comprehensive training database, and conducting orientation and induction programmes for new employees. A key responsibility is ensuring compliance of all training interventions with relevant legislation, as well as coordinating and developing the department’s Workplace Skills Plan. The role also involves administering bursaries and study assistance, developing learnership guidelines and curricula, and identifying learnership areas aligned with both the department’s strategic plan and SETA requirements. Additionally, the incumbent will establish and implement learnership and mentorship programmes, manage the performance management and development system, develop and monitor a performance management framework, administer performance rewards, maintain the performance management database, and provide technical advice on performance-related matters.

Applications must be submitted using the prescribed Z83 form, with all relevant sections completed and the form signed; a comprehensive CV must accompany the application, and only shortlisted candidates will be asked to submit certified copies of qualifications. Foreign qualifications must be accompanied by a SAQA evaluation certificate. Shortlisted candidates will be required to undergo two pre-entry assessments, one practical and one integrity-based, and will also be subject to personnel suitability checks including vetting, criminal record, citizenship, credit, and qualification verification. The department encourages applications from youth, people with disabilities, and candidates from Coloured, Indian, and White population groups, in line with equity targets. Applicants should note that only shortlisted candidates will be contacted, and if no response is received within three months of the closing date, the application should be considered unsuccessful.
