The Department of Community Safety is seeking a Deputy Director for Facilities and Work Environment Management, based at its Head Office in Johannesburg, within the Corporate Management Services directorate. This is a management-level post with an all-inclusive remuneration package, reporting within a division that provides centralised corporate support to the department. The successful candidate will be responsible for ensuring that the department’s physical infrastructure, work environment, and related support services operate effectively, safely, and in line with applicable legislation and departmental policy.
Applicants must hold a Grade 12 certificate as well as a National Diploma or Bachelor’s degree at NQF Level 6 or 7 in Public Management, Public Administration, Business Administration, Project Management, Facilities Management, Management Services, or another qualification recognised within the built environment. A minimum of three years’ experience at entry-level management (typically at Assistant Director level) in a related discipline is required, along with a valid code 08 or 10 driver’s licence. The role demands broad knowledge and skills, including change management, the National Building Act, project and risk management, hazard identification, budgeting and financial management, disaster management, day-to-day maintenance, and the Occupational Health and Safety Act. Familiarity with the National Archives and Records Services of South Africa Act, the Promotion of Access to Information Act, the Promotion of Administrative Justice Act, information security policy, the Electronic Communications and Transactions Act, and electronic document management systems is also essential. Strong business writing, project process, systems administration, decision-making, computer, and negotiating skills are expected.
The duties are wide-ranging and centre on infrastructure management: the Deputy Director will oversee all facilities and maintenance within the department, manage capital projects, develop long and short-term maintenance programmes and associated budgets, coordinate building usage and leases, review project decisions with staff and contractors, and inspect completed work. This role also supervises inspection programmes for existing facilities, oversees the head office reception area, manages cleaning and hygiene services, and allocates departmental parking bays. Occupational health and safety is a key responsibility: the postholder manages OHS implementation, awareness campaigns, building safety inspections, the functioning of the OHS committee, fire drills, and emergency plans. Another major area is the central registry, where the incumbent manages records management policies and systems, facilitates workshops, ensures the lawful disposal of records in line with the National Archives and Records Services of South Africa Act, and provides efficient registry and storage services. Budget and financial management duties include preparing procurement plans, managing unit budgets, monitoring expenditure, reporting on goods and services, attending budget vetting committees, and preventing wasteful expenditure. Finally, the role requires implementing risk management action plans and audit recommendations, and cooperating with the risk management unit, committees, and champions.
Shortlisted candidates must undergo two pre-entry assessments, one practical and one integrity-based, and will be subject to personnel suitability checks including vetting, criminal record, citizenship, credit, qualification, and employment verification. The department encourages youth, people with disabilities, and candidates from designated groups to apply, with a medical confirmation required for disability, and reserves the right not to make an appointment.
