This senior management position sits within the Asset and Liability Management division of the National Treasury, based in Pretoria. The Director: Financial Performance is responsible for exercising financial performance oversight over all public entities that report to the Minister of Finance. The role is central to ensuring that these entities comply with the Public Finance Management Act, Treasury Regulations and the broader public entities policy framework. Working closely with the Chief Directorate, the Director will provide strategic direction, review legislative and reporting requirements, and act as a key interface between Treasury and the entities under its oversight.

Candidates must have a Grade 12 certificate and a Bachelor's degree at NQF level 7 in Accounting or Finance, with a CFA or CA qualification considered an added advantage. At least five years' experience at middle or senior managerial level in a financial or public sector environment is required. A thorough understanding of the broader financial management framework is essential, along with proven experience in analysing financial reports, business plans and strategic plans. Familiarity with the PFMA, Treasury Regulations and the Public Entities policy framework is mandatory. In addition, successful completion of the Nyukela Public Service Senior Management Leadership Programme, an online course endorsed by the National School of Government, is required before an appointment can be finalised.

The duties are broad and strategic. The Director will review and implement legislative and Treasury reporting requirements, participate in key policy reforms, engage with instruction notes and make submissions to authorities such as the Office of the Accountant General to identify compliance challenges and improve reporting. The role includes directing the formulation and implementation of governance, monitoring and reporting frameworks. A major component is financial analysis and reporting: evaluating strategic plans, corporate plans, shareholders' agreements and annual performance plans of public entities, analysing expenditure trends, and monitoring financial management and performance in line with the PFMA and Treasury Regulations. The Director will also evaluate the annual reports of public entities, monitor their alignment with set objectives and programmes, and provide financial input on PFMA applications and other functions within the Chief Directorate.

Budget analysis is another key responsibility. The Director will review and assess public entities' Medium Term Expenditure Framework allocations, as well as the Estimates of National Expenditure and Adjusted Estimates of National Expenditure, draft relevant chapters, research fiscal implications and engage on submissions involving legislation, regulation, policy proposals and service delivery trends. Preparing submissions and engaging with the Chief Financial Officer on the retention and roll-overs of surplus funds is also part of the role. The Director will lead the development and implementation of financial performance oversight strategies for public entities reporting to the Minister of Finance. On stakeholder relations, the post involves engaging with state-owned companies, advising the Director-General and Minister on Cabinet Memoranda and ministerial correspondence pertaining to public entities, and contributing to National Treasury publications such as the MTBPS, Budget Review and ENE.

This SMS post is subject to the government's pre-entry requirements and a rigorous selection process. Shortlisted candidates will undertake a practical exercise and an integrity assessment as part of the interview process, and up to three candidates may undergo psychometric assessments to evaluate cognitive abilities, behavioural preferences, emotional intelligence and integrity. All appointments are subject to qualifications, criminal record and South African citizenship checks, with further checks in line with the latest DPSA directive. Applicants should note that National Treasury uses an e-Recruitment system, and applicant profiles must be fully completed, with certification of uploaded documents required prior to attending an interview. The department also advises that the unacknowledged use of artificial intelligence in completing assessments may lead to disqualification.
