The Department of Public Works invites applications for the position of Administration Officer: Acquisition Management within the Supply Chain Management unit at its Cape Town Regional Office. This is one of four identical posts and forms part of the broader SCM capacity, focusing specifically on the demand, acquisition and contract management elements of the procurement value chain. The successful candidate will be expected to provide comprehensive administrative and technical support across the full procurement cycle, from initial needs analysis and market research through to the management of bid committees and the monitoring of contract performance. The role operates within a government procurement environment, requiring strict adherence to legislative frameworks, Treasury regulations and departmental policies.

Applicants must hold a minimum three-year tertiary qualification at NQF Level 06, typically a National Diploma in Supply Chain Management, Procurement, Public Management, Public Administration, Logistics or a related field, and must have relevant working experience in supply chain management with a specific focus on acquisition management. A valid driver’s licence is essential. The role demands thorough knowledge of government procurement systems, the Public Finance Management Act, the Preferential Procurement Policy Framework Act, the BBBEE Act, Treasury Regulations, supply chain policies and procedures, and monitoring and evaluation theory and systems. Candidates should possess strong communication, interpersonal, problem-solving, decision-making and statistical skills, along with computer literacy, presentation abilities, and the capacity to plan, organise and work independently under pressure. Personal attributes such as analytical thinking, innovation, assertiveness, trustworthiness, self-motivation and the ability to establish networks are also required, as is the willingness to adapt working hours according to office needs.

The core duties involve leading the alignment of budgets with departmental objectives and Annual Performance Plans, consolidating procurement plans and reporting monthly to head office, and conducting research and needs analysis to inform procurement strategies. The officer will guide end-users on market testing, analyse identified needs, collect commodity data, and assist in developing procurement proposals and specifications. Responsibilities also include checking whether special conditions should apply, tracking specification and terms of reference submissions, implementing preference point systems, and providing secretariat support to bid committees. The incumbent must manage demand, acquisition and contract processes, ensure compliance with all prescripts, develop internal controls, utilise the Central Supplier Database effectively, and oversee the entire bidding process including evaluation committee meetings and tender briefing sessions. Additional duties include managing transversal contracts, sourcing quotations, ensuring proper document control, identifying and mitigating risks, and compiling monthly SCM performance reports.

Shortlisted candidates will need to produce certified copies of qualifications and other documents on or before the interview date, and applications must be submitted on the prescribed, correctly dated Z83 form accompanied by a detailed CV. The post is graded according to the Occupation Specific Dispensation, and all applicants should note that only fully completed forms will be considered. This position offers an opportunity to contribute meaningfully to public sector procurement integrity and efficiency within a dynamic regional office.
