The Department of Justice and Constitutional Development, through the Office of the Chief Justice, is seeking a Human Resource Clerk to join the team at the Supreme Court of Appeal in Bloemfontein. This is an entry-level administrative position within the human resources unit, playing a key role in supporting the court’s broader people management functions. The successful candidate will become part of a busy public service environment where accuracy, confidentiality, and adherence to legislative frameworks are essential. This role is ideal for a motivated individual who wishes to build a career in HR administration within the judiciary, as it offers exposure to a wide range of personnel processes, from recruitment to record management, while operating under the supervision of more senior HR officials.
Applicants must hold a Grade 12 certificate or an equivalent qualification at NQF level four, recognised by the South African Qualifications Authority. While no prior work experience is required, a relevant post-school qualification in human resources or a related field will serve as a distinct advantage. The role demands a solid understanding of the PERSAL personnel and salary system, knowledge of the legislative framework governing the Public Service, and familiarity with storage and retrieval procedures within a working environment. Candidates should also demonstrate strong verbal and written communication skills, sound administration and organisational abilities, effective planning and time management, basic numeracy, and adequate typing skills. Personal attributes such as being self-motivated, creative, assertive, ambitious, flexible, and capable of working under strict deadlines are equally important for success in this position.
The core duties of the Human Resource Clerk are varied and central to the smooth operation of the court’s HR unit. The incumbent will administer recruitment, selection, and appointment processes, capture and manage leave applications, and process appointment and service termination documentation. This includes handling appointments, service terminations, and injury-on-duty matters, as well as arranging the payment of resettlement and leave benefits and processing pension documents. The clerk will also receive and quality assure Performance Management and Development System documents and probation reports, capture performance-related matters, and update the HR records management database. In addition, the role involves managing all incoming and outgoing correspondence, maintaining a proper filing system, tracking files and records, and providing support during workshops and awareness sessions. The position also requires logistical and secretarial support for meetings, including compiling minutes and other documents, as well as generating statistics relating to the unit’s activities.
This post is advertised at salary level 05, and the successful candidate will be required to sign a performance agreement upon appointment. The organisation will apply its Employment Equity goals in the selection process, giving preference to candidates in line with these objectives. Interested applicants should take note of the technical and HR enquiry contacts provided in the advertisement for any questions before applying. This is an excellent opportunity for a detail-oriented individual seeking to contribute to the effective functioning of a prestigious court while developing practical HR skills within the public service.
