This position offers an opportunity for a skilled professional to join the Office of the Chief Justice as a Senior Organisational Development Practitioner at its National Office in Midrand. The role sits within the broader organisational development unit and is central to shaping the department’s structure, job architecture, and change readiness. It is a level 08 post that requires a formal performance agreement upon appointment, reflecting the department’s commitment to accountability and service delivery excellence.
Candidates must hold a National Diploma in Management Services, Operations Management, Production Management, or an equivalent qualification at NQF level six with 360 credits, as recognised by SAQA. At least two years of direct experience in the organisational development field is required. While not compulsory, a valid driver’s licence is considered an added advantage. The ideal applicant will bring strong working knowledge of organisational design frameworks and practices within the Public Service, including the Public Service Acts and Regulations, the Operations Management Framework, and Batho Pele Principles. Practical proficiency in computer applications, presentation skills, report writing, and project management is also essential. Familiarity with tools such as OrgPlus, work study techniques, and job evaluation processes will support success in the role.
The duties are wide-ranging and centre on improving organisational efficiency. The practitioner will conduct work study investigations, analyse gathered information, and perform functional analyses to develop post establishment structures and cost structures aligned with the Medium-Term Expenditure Framework. This includes compiling work study reports with recommendations, communicating outcomes to stakeholders, and maintaining the organisational structure database. The role also involves developing and reviewing job descriptions for all departmental posts, conducting job analysis and benchmarking against latest trends, and ensuring descriptions align with the organisation’s scope. Sign-off facilitation and database maintenance form part of this responsibility.
A significant portion of the work relates to job evaluation. The incumbent will compile acknowledgement letters for job evaluation requests, gather and analyse supporting documents, conduct job evaluation interviews, capture information on the system, and provide secretariat support to the Job Evaluation panel committee. Results must be communicated to stakeholders, the database updated, and related enquiries addressed. Additionally, the practitioner will assess the need for change management, help develop and implement change management strategies, coordinate related processes, facilitate workshop sessions, and champion change initiatives while reporting on progress. They will also handle approved post requests on PERSAL, advise stakeholders on post enquiries, coordinate post amendments with the PERSAL Controller, and provide reports for the HRBP Tool and COE budget and expenditure. Maintaining proper filing systems, submission databases, project dashboards, and secretarial services for unit meetings completes the role.
This vacancy is advertised through the Public Service Vacancy Circular, and preference will be given to applicants in line with the Employment Equity goals. This is a demanding but rewarding role for someone passionate about organisational development, public service transformation, and continuous improvement.
