This position offers an opportunity to serve as a Finance Clerk (Supervisor) within the Surveyor General directorate, based in Gauteng, Pretoria. The role sits at the heart of the financial administration for this component, which is responsible for the survey and mapping functions of the national land reform and rural development department. As a supervisor, the incumbent will not only perform financial tasks but also oversee and guide a team of colleagues, ensuring that all transactions are processed accurately, in line with the applicable public service laws, regulations, and internal financial manuals. The work environment demands a reliable, methodical individual who can maintain rigorous financial controls while supporting the broader objectives of the unit.

To be considered for this supervisory clerical post, applicants must hold a Grade 12 certificate or an equivalent recognised qualification, together with a minimum of three years’ practical experience in a financial environment. Candidates need a solid working knowledge of basic financial functions and practices, including data capturing, computer operation, and the collation of financial statistics. Familiarity with public service financial legislation and procedures is essential, specifically the Public Finance Management Act (PFMA), the Division of Revenue Act (DORA), the Public Service Act (PSA), the Public Service Regulations (PSR), the Preferential Procurement Policy Framework Act (PPPFA), and the departmental Financial Manual. In addition, applicants should be conversant with the core government financial operating systems, such as PERSAL, BAS, and LOGIS. The role calls for a range of skills, including planning and organisation, sound written and verbal communication, basic numeracy, flexibility, and the ability to work well within a team. Accuracy, an aptitude for figures, and the ability to operate standard office equipment are also important, as is a willingness to work additional hours when the need arises.

The main duties revolve around supervising and rendering financial accounting transactions. This includes receiving and allocating invoices, verifying them for correctness, obtaining proper approval, and ensuring that payments are captured and processed correctly. The supervisor must also oversee the filing of all financial documents, manage the collection of cash, and ensure that these processes follow established internal control measures. In the area of salary administration, the successful candidate will receive and allocate salary advices, check them for accuracy, and ensure the capturing of salaries, bonuses, salary adjustments, and all deductions. Supervision of the relevant filing systems is again required to maintain a complete and accessible audit trail.

Beyond these duties, the position involves bookkeeping support and budget oversight. The supervisor will verify all financial transactions captured, clear suspense accounts, record debtors and creditors, and process or verify electronic banking transactions. Journal entries must be compiled and verified, with careful attention to the budget process. This includes gathering and verifying information from budget holders, comparing actual expenditure against the approved budget, identifying and verifying variances, and ensuring that budget virements and allocations are captured correctly. The supervisor is also responsible for the distribution of budget-related documents and for supervising their filing. In addition, the role carries human resource responsibilities, including allocating work and ensuring its quality, supporting personnel development, assessing staff performance, and applying discipline where required. Overall, this is a demanding but rewarding position that requires a proactive, detail-oriented finance professional who can lead a team while maintaining the integrity of the financial operations within the Surveyor General’s office. The department has set specific employment equity targets for this vacancy, inviting applications from designated groups including Coloured, Indian and White males, as well as African, Coloured, Indian and White females, and persons with disabilities, in line with the department’s transformation goals.
