The incumbent will be responsible for steering the financial functioning of the registry, ensuring that all monetary transactions, budgets and reporting obligations are handled in strict compliance with the Public Finance Management Act and Treasury Regulations. This is a supervisory post within a deeds registry environment, meaning the role carries accountability for both financial accuracy and the management of staff involved in financial processes. As such, it requires a blend of technical accounting expertise, leadership capability and a thorough working knowledge of government financial prescripts.

Applicants must hold a Grade 12 certificate together with a National Diploma or degree in Accounting, Financial Accounting, Financial Management, Management Accounting or a related equivalent qualification. A minimum of three years of supervisory experience within a financial environment is essential. Strong written and verbal communication, interpersonal skills, advanced Excel proficiency, problem-solving, decision-making, time management and budget forecasting skills are all expected. A valid driver’s license is also required.

The duties attached to this post are extensive and centre on the full cycle of financial administration. The successful candidate will manage the budget, prepare the cost demand management plan, confirm the availability of funds and monitor income and expenditure trends, providing advice where necessary. They will also comment on the in-year monitoring report and provide input for budget adjustments. Revenue, cash and banking services are managed day to day, including the monitoring of state money banking, petty cash administration and the exempt transaction report. Debtor management is another significant area, covering recovery of outstanding debt, collection progress reports, analysis of revenue reports, application of unapplied cash, opening of accounts, suspension of overdue accounts, and recommendations on disputes and queries. The role further includes reviewing credit notes, B-accounts and related party transactions while overseeing debit and credit notes and controlling internal debtors. On the creditor side, the Assistant Director monitors payments to suppliers and service providers, approves invoices on the system, adjusts and clears suspense accounts, reviews processed reconciliations, and verifies subsistence and travel claims and advances for staff.

This is a permanent post graded at level nine, and the position is also subject to the department’s employment equity targets. Specifically, applications are particularly encouraged from Coloured, Indian and White males and females, as well as from persons with disabilities.
