An opportunity exists for a suitably qualified and experienced professional to serve as Assistant Registrar of Deeds with a focus on examination and sorting, based at the Limpopo office in Polokwane. This post sits within the Examination, Execution and Deeds Training Services directorate of the deeds registry environment, where the incumbent will operate at a managerial level and play a key role in ensuring that deeds and documents are correctly examined, processed and registered in line with the law. The position carries an all-inclusive remuneration package structured according to the senior management system, reflecting the responsibility and leadership expected of the role.

Candidates must hold a Grade 12 certificate and a National Diploma in Law, a National Diploma in Deeds Registration Law, BProc, LLB, or another relevant equivalent qualification. At least four years of experience at junior management level within a deeds environment is required. A thorough and proven understanding of the legislation governing deeds registration is essential, including the Deeds Registries Act, the Sectional Titles Act, applicable Ordinances, Proclamations, Case Law and Common Law. In addition, applicants should be comfortable addressing professional audiences, able to convey knowledge to others, and equipped with strong planning, execution, communication and project management skills.

The duties attached to this role are broad and centre on quality assurance and legal compliance throughout the deeds lifecycle. The successful candidate will monitor the examination of deeds and documents, check them for registrability, and take corrective measures where needed. This includes granting hearings to conveyancers, issuing rulings, and providing clear guidance on registration requirements. The role also involves contributing to the updating of the deeds practice manual, legislation and draft circulars, as well as reporting on examination team performance, standards and turnaround times. The post holder will execute deeds, validate that the appointed appearer has properly signed the execution clause or request for registration, verify the validity dates of relevant certificates, and sign all registrable deeds and documents. Problems encountered during execution must be reported to the Assistant Registrar of Deeds or the Deeds Registration Officer in charge of execution.

Court-related responsibilities form another core component. The Assistant Registrar will receive notices of motion and supporting documents, peruse and research the facts, and compile reports to court with all relevant attachments attached. The role further entails managing the execution of deeds, handling requests for late or expedited execution, arranging final black booking, and notifying conveyancers about problems or providing guidance when issues arise. Monitoring the execution register, rejecting non-registrable deeds, and attending to simultaneous registrations with other offices are also key tasks. In addition, the incumbent manages the distribution of deeds, verifies distribution lists against actual deed batches, spot-checks returned deeds, and implements corrective measures as needed. Managing statistics and exception reports, preventing and addressing backlogs, attending to system queries, authorising withdrawal requests, and updating the procedure manual all fall within the scope of this demanding position.

The department has set specific employment equity targets for this vacancy, with preference given to Coloured, Indian and White males, as well as African, Coloured, Indian and White females, and persons with disabilities. This is a valuable opportunity for an experienced deeds professional seeking a senior supervisory role with substantial legal, administrative and management responsibilities within the public service.
