The District Director position, based at the Ladysmith District Office in KwaZulu-Natal, is a senior management role within the Department of Land Reform and Rural Development. This is a challenging leadership post tasked with steering rural development, land reform, and community empowerment initiatives across the district. The successful candidate will operate at a strategic level, ensuring that departmental programmes are implemented effectively, with a strong emphasis on participatory development and poverty reduction. The role is classified as a Senior Management Service level position, carrying an all-inclusive salary package with a flexible portion structured according to SMS rules, and requires a candidate who can provide vision, direction, and operational oversight in a complex governmental environment.
Applicants must hold a Grade 12 certificate and a Bachelor’s degree or Advanced Diploma at NQF level 7 in Business Administration, Public Management, Public Administration, Project Management, Sociology, Anthropology, Community Development Studies, or a related equivalent qualification. A Nyukela certificate, which is the pre-entry certificate for the Senior Management Service, must also be obtained and submitted prior to appointment. At least five years of experience at middle or senior managerial level in a relevant environment is required, alongside demonstrated experience in the implementation and management of projects. A valid driver’s licence is essential. The ideal candidate should possess a thorough understanding of project management and corporate governance principles, the ability to implement performance management and monitoring systems, and sound knowledge of government systems. Strong conceptual thinking skills are needed for data analysis and for designing modifications to corporate policies, procedures, and processes. Key skills include project management, coaching and mentoring through leadership, analytical thinking, adaptability, flexibility, customer service orientation, initiative, innovation, creativity, and strong verbal and written communication. Computer literacy, willingness to travel, the ability to work under pressure, and a willingness to work after hours are also required.
The duties of the District Director are broad and multi-faceted, centring on capacity building and the delivery of National Rural Youth Service Corps (NARYSEC) services. This includes supporting NARYSEC programmes, facilitating the establishment of participatory community development structures, coordinating project implementation, and promoting youth skills development at both provincial and district levels. The role is also central to reducing household poverty through the Comprehensive Rural Development Programme (CRDP). A significant portion of the work involves strategic land acquisition: implementing project proposals, procuring service providers, coordinating acquisitions, and providing support across the district. The Director will also facilitate poverty reduction, the growth of cooperatives, rural enterprises and industries, as well as rural development financing. This includes assisting primary cooperatives and organising them into secondary and tertiary structures, while supporting rural business development and enterprise growth.
In addition, the position involves land development support, such as managing business plans for agrarian development projects and promoting farmer participation across commodity value chains. The Director will monitor the implementation of land development projects and business plans, and oversee property management services, including lease administration, property holdings, and disposals. Land rights and tenure reform programmes are also central, involving communal land tenure, land rights programmes, the establishment and support of communal property institutions, and facilitation of land dispute resolutions. Finally, the role requires rendering corporate and financial support services, including legal advice, telecommunications services, administration, financial support, client relations, and office services.
