To be considered, applicants must possess a Grade 12 certificate as well as a National Diploma in Financial Management, Financial Accounting, or another relevant qualification. In addition, at least one to two years of experience working in a financial management environment is required. The role demands a solid basic understanding of financial functions and practices, including the ability to capture data, operate a computer, and collate financial statistics. Familiarity with public service financial legislation and procedures is also essential, including knowledge of the Public Finance Management Act (PFMA), the Public Service Act, Public Service Regulations, the Preferential Procurement Policy Framework Act, and the departmental Financial Manual. Working knowledge of basic financial operating systems, such as Coltech and Sage, will be advantageous. The ideal candidate will demonstrate strong computer skills, good planning and organising abilities, clear verbal and written communication, basic numeracy, and the capacity to perform routine tasks accurately. Other key attributes include the ability to operate office equipment, flexibility, good interpersonal relations, attention to detail, and a natural aptitude for working with figures.
The core duties of the post cover a wide range of financial clerical functions. The incumbent will receive invoices and check them for correctness, verification, and proper approval as part of internal control measures. This includes processing invoices by capturing payments and filing all related documentation. In terms of salary administration, the clerk will receive salary advices, check them for accuracy, and process salaries, bonuses, salary adjustments, and all deductions, followed by appropriate filing. The role also involves capturing all financial transactions, clearing suspense accounts, recording debtors and creditors, and processing electronic banking transactions. The compilation of journals is another key responsibility, along with collecting information from budget holders to compare expenditure against approved budgets. The clerk will identify variances, capture and allocate virements on budgets, distribute budget-related documents, and ensure all records are filed correctly. Additionally, the position requires receiving and capturing payments from various sources.
