This vacancy offers three opportunities for a Human Resources Clerk at the Head Office of a college operating within the higher education and training sector. The successful incumbents will form part of the HR unit that services the entire institution, supporting a comprehensive range of human capital functions. The role is a level 05 position within the public service structure and comes with standard employee benefits. It is ideal for an organised, detail-oriented individual who thrives on administrative precision and enjoys working in a people-centred environment.
A Grade 12 certificate is a firm requirement for this role. Applicants who also hold a National Diploma at NQF level 6 in Human Resource Management, Public Management, Labour Relations, or a related field will have an added advantage, as will those in possession of a valid driver’s licence. The role requires between one and two years of practical experience within HR management. It is essential that candidates possess a sound understanding of core HR processes, including familiarity with the PERSAL payroll system, personnel administration standards and CORE, the Public Service Regulations and PFMA, the Public Service Act, and the POPI Act. Knowledge of recruitment, training, performance management and development systems, and labour relations procedures is also expected. A sound grasp of the Labour Relations Act, the bargaining process, dispute resolution, and basic health and wellness policies will enable the incumbent to handle a wide range of duties. Understanding of TVET administration and the broader higher education landscape is important. The successful candidate must also demonstrate strong administrative ability, planning and organising skills, report writing, problem-solving and analytical thinking, computer literacy, effective communication, and good interpersonal and client-focused skills.
The duties associated with this post are varied and central to the smooth running of the institution. The clerk will be responsible for capturing employee benefits such as pension, housing allowance, and long-service details in line with the regulator’s conditions of service policy. This involves managing signed employment contracts for salary levels two to eight on a database, processing leave, maintaining complete staff files, and handling termination paperwork when staff exit the college. The role also includes responding to queries from employees regarding pension fund and medical aid matters, as well as safeguarding and preserving all HR records in accordance with the institution’s records management system. The incumbent will further support auditing processes by sourcing and consolidating relevant records as needed.
In addition, the position contributes to recruitment and selection activities. This includes receiving applications, managing responses, assisting with shortlisting, arranging interview logistics such as dates, venues and candidate invitations, compiling appointment letters, receiving assumption of duty letters, and conducting reference checks for preferred candidates. On the labour relations side, the clerk provides administrative support by gathering evidence for grievance, dispute, and misconduct investigations, capturing such cases on PERSAL, and assisting with the implementation of collective bargaining council resolutions. The role also involves secretariat and logistical support for meetings, disciplinary hearings, and bilateral or multilateral sessions, including distributing and filing attendance registers during strike periods. Furthermore, the clerk assists with the implementation of the Performance Management Development System and the Integrated Quality Management System, coordinating training for staff, capturing assessment scores, updating relevant databases, and supporting the coordination of external and in-house training. This extends to assisting with the recruitment and selection of interns and learners, receiving bursary applications, and maintaining databases for all PMDS, IQMS and training matters. The role also supports the college’s Employee Health and Wellness programme, coordinating wellness days, sports tournaments, and communicating bereavement matters affecting staff and their families. These three posts offer a rewarding career path for individuals seeking to build their HR experience in a dynamic educational setting.
