The Employment Service Coordinator position is a key operational role based at the Provincial Office in Bloemfontein, Free State, within the broader public employment and labour administration environment. This role sits at the intersection of labour market facilitation, employer engagement, and government employment services, and is responsible for ensuring that the province’s labour centres deliver effective, responsive, and well-coordinated employer services. The coordinator acts as a central link between the provincial office, local labour centres, employers, and other stakeholders, with a strong focus on supporting job placement, managing labour migration processes, and responding to the needs of distressed companies. The position requires a blend of strategic oversight, operational coordination, and hands-on technical support, making it ideal for a candidate with solid management experience and a deep understanding of public employment systems.
To be considered for this role, applicants must hold a three-year relevant qualification in Social Sciences, specifically Psychology, or in Public or Business Administration. A valid driver’s licence is also required. In addition, candidates need at least two years of management experience and two years of functional experience in public employment, public administration, or management services. The role demands a strong working knowledge of relevant International Labour Organisation conventions, financial management principles, human resource management, recruitment and selection processes, and applicable government strategies. The successful candidate will also need a well-developed skill set that includes planning and organising, verbal and written communication, computer literacy, analytical thinking, presentation abilities, interpersonal skills, report writing, leadership, networking, and information management.
The daily responsibilities of the Employment Service Coordinator are varied and demanding. The role involves coordinating international cross-border labour migration activities as well as the functions related to PEA and TES, which are central to employment facilitation. The coordinator must also manage the provision of services to distressed companies, ensuring that support is delivered promptly and effectively. Building and maintaining stakeholder relationships is another critical duty, particularly for securing placement opportunities for job seekers. The position also requires providing operational and technical support to labour centres so that they can deliver high-quality employer services. Furthermore, the coordinator is responsible for facilitating the provision of IT infrastructure and supporting the implementation of innovations that improve service delivery. Training of ESSA end users, both internal staff and external stakeholders, on employer services is also a key part of the role, ensuring that all users are competent and confident in using the systems.
This is a senior coordination post that demands strong leadership and the ability to work collaboratively across multiple teams and external partners. The department has indicated that priority in filling this vacancy will be given to specific equity target groups, including African males, African females, African persons with disabilities, Coloured males, White males, and White females, in line with employment equity commitments. Candidates should be prepared to work in a dynamic environment where daily priorities can shift, and where effective communication and networking are essential to achieving outcomes. The position is based in Bloemfontein and offers an opportunity to make a tangible impact on employment services in the Free State province.
