The Department of Correctional Services (DCS) is seeking a Senior HR Practitioner focused on appointments, based at its National Head Office. This role sits within the HR Administration and Utilization component and is central to ensuring that the department’s appointment processes run effectively, lawfully, and in line with both internal policies and broader public service regulations. The successful candidate will provide management support across the entire HR appointment spectrum, from checking source documents and issuing appointment letters to managing contract appointments and compiling annual reporting on appointment information. This is a national role, meaning the post holder will also monitor and evaluate appointment practices across all DCS regions, contributing to consistency, compliance, and continuous improvement in how the department brings people into its workforce.
To be considered, applicants need a relevant degree or national diploma in Human Resource Management, Public Administration, or Management, along with between three and five years of relevant experience in an HR environment. Computer literacy is essential, as is a valid driver’s licence, given that the role may involve travel. The department is looking for someone with sound knowledge of relevant legislation and the ability to analyse PERSAL reports – the South African government’s personnel and salary system. Beyond technical skills, the ideal candidate will demonstrate strong conflict resolution, report writing, problem solving, and decision making abilities. Team leadership, policy interpretation, and the capacity to network effectively are also important. Personal attributes such as confidentiality, integrity, honesty, time management, assertiveness, service delivery orientation, friendliness, adaptability, and the ability to work under pressure are all required to succeed in this busy and high-responsibility environment.
The duties are broad and include providing direct management support to the HR appointment process within DCS, assisting with the development and ongoing monitoring of policies related to appointments, and scrutinising source documents to ensure that all appointment processes are supported by accurate and complete information. The incumbent will issue appointment letters in line with official approval, the Act of Appointment, and the Occupation Specific Dispensation (OSD) where applicable, as well as manage contract appointments. Administrative responsibilities include the monthly management of the Annual Performance Plan (APP) and Annual Operation Plan (AOP), compiling the annual appointment information report, and monitoring and evaluating appointment activities nationally. The role also involves drafting memorandums, maintaining filing systems, and managing performance information, human resources, finance, and assets within the component.
This is a Public Service Act appointment, which means the successful candidate will be subject to the legal and procedural frameworks governing employment in the South African public service. Given the sensitivity of HR records and appointment processes, a high level of integrity and confidentiality is non-negotiable. The position is based at the National Head Office and offers an opportunity to make a meaningful contribution to the human resource functioning of a large state department. Candidates should be prepared for a demanding yet rewarding role that requires both strategic thinking and attention to operational detail, with a willingness to travel as needed. Those interested are encouraged to review the full application instructions available on the DCS careers portal, as only online applications will be accepted.
