This position, based at the National Head Office, offers an exciting opportunity for an experienced HR professional to take charge of the entire post advertisement and recruitment coordination function within the Department. Reporting within the HR Administration and Utilization directorate, the Assistant Director will act as the central authority for ensuring that all recruitment advertising is aligned with national policies, legislative requirements, and the approved organisational structure. The role is ideal for someone who thrives on process improvement, quality assurance, and strategic workforce planning, as it involves shaping the way the department attracts and selects talent across all branches and regions.
To be considered, candidates must hold a Degree or National Diploma in Human Resource Management or a relevant qualification, coupled with three to five years of supervisory experience in a similar environment. Practical computer literacy and a valid driver’s licence are essential. The ideal candidate will demonstrate a thorough knowledge of relevant legislation, a solid understanding of organograms, and the ability to analyse PERSAL reports effectively. Strong communication, problem-solving, research, and benchmarking skills are required, along with sound self-management, time management, and financial management abilities. Supervisory human resource management experience is critical, as is the capacity to work under pressure. Negotiation, analytical, interpretation, and interpersonal skills, together with planning, organising, and creativity, round out the competency profile.
The core duties are wide-ranging and centre on the development and maintenance of national policies, procedures, and guidelines for post advertisement and recruitment. The Assistant Director will manage and coordinate both internal and external advertisement processes, ensuring that every request received from branches and regions is verified and processed correctly. This includes developing a coordinated post-advertisement programme aligned with approved recruitment plans, conducting quality assurance on all advertisements and supporting documentation, and verifying compliance with the approved organisational structure, establishments, Occupation Specific Dispensations (OSDs), and job descriptions. The role also involves monitoring adherence to prescribed recruitment procedures and facilitating head-hunting requests and processes, ensuring that all recruitment activity is consistent, transparent, and legally sound. In addition, the incumbent will be responsible for managing performance information, human resources, finance, and assets within the unit, making this a comprehensive supervisory role.
This is a Public Service Act appointment, and the post is graded under the Occupation Specific Dispensation framework, reflecting its specialist nature. The successful candidate will join a dynamic team at the National Head Office and will be expected to contribute to the department’s broader transformation and service delivery goals. Given the supervisory and policy-focused nature of the role, applicants should be prepared to handle multiple priorities and engage with stakeholders at all levels. The department encourages applications from suitably qualified individuals, and all appointments will be made in line with the department’s employment equity targets and legislative requirements. This is a demanding but rewarding position for a proactive HR professional looking to make a tangible impact on recruitment practices within the public service.
