The Assistant Director: Monitoring and Reporting positions offer an opportunity to play a central role in shaping how the department understands and communicates its performance. Based at the National Head Office within the Directorate: Strategic Planning Management and Monitoring, the two posts sit at the intersection of strategic planning, data verification, and public reporting. This is a supervisory and coordination role, requiring a blend of analytical rigour and people management, and it directly supports the Sub-Directorate: Monitoring and Reporting. The incumbent will be responsible for ensuring that the department’s performance information is credible, evidence-based, and aligned with government-wide monitoring and evaluation frameworks, policy imperatives, and strategic planning guidelines.
To be considered, candidates must hold a recognised degree or national diploma in Public Administration, Auditing, Statistics, Monitoring and Evaluation, or a relevant equivalent qualification. A minimum of three years’ experience in monitoring and reporting is required, with at least two of those years at a supervisory or equivalent level. Computer literacy and a valid driver’s licence are essential. The ideal candidate will demonstrate knowledge of monitoring and evaluation processes, research methodologies, government guidelines, public finance management, and the policy framework for the government-wide monitoring and evaluation system. Strong competencies in strategic planning, programme and project management, relationship management, analytical thinking, and problem-solving are also required, along with presentation, research data analysis, report writing, interpersonal, communication, and diplomacy skills. Emotional intelligence, change management, risk management, and people management capabilities round out the required profile.
The core duties revolve around the compilation, coordination, and verification of performance information. The successful candidate will collect and verify data, conduct evidence-based evaluations, and coordinate inputs from various branches to produce monthly and quarterly performance reports, medium-term development reports, annual reports, and mid-term and end-term reports. The role also involves managing the development of monitoring policies and tools, developing and reviewing standard operating procedures, and monitoring the implementation of departmental monitoring tools. The assistant director will support data monitoring and reporting initiatives across the department, ensure the provision of support services within the Strategic Management Branch, and facilitate the coordination of strategic management forums and meetings related to quarterly and annual reporting. Additional responsibilities include supporting the Sub-Directorate: Monitoring and Reporting by maintaining appropriate internal controls and reporting systems, assisting with budget and expenditure monitoring, and managing human resources, finance, and assets within the unit. The management of performance information itself is a core function, as is keeping abreast of the latest trends through research.
These posts are appointment under the Public Service Act, and the successful candidates will be expected to operate within a government-wide monitoring and evaluation policy environment. This is a demanding but pivotal role for professionals who are comfortable with both high-level strategy and detailed reporting processes, and who can manage teams while ensuring the integrity of the department’s performance data. The positions are well suited to individuals with a strong background in public administration or statistics, proven supervisory experience, and a commitment to evidence-based public sector management. Given that there are two posts, hiring may target different functional focuses within the monitoring and reporting space, though both share the same core accountability for credible, timely, and policy-aligned reporting to national stakeholders.
