This position is for a Deputy Director responsible for Monitoring and Reporting, based at the National Head Office within the Strategic Planning Management unit. The role sits at a managerial level within the Department of Correctional Services, operating under the Public Service Act, and is central to ensuring the department’s performance information is credible, verifiable, and aligned with government-wide monitoring and evaluation frameworks. The incumbent will lead the compilation of performance information reports, manage the collection and verification of evidence-based data, and provide corrective strategies to line managers when early signs of non-compliance or missed targets emerge. This is a strategic and operational role that requires close collaboration with branches, regions, and external oversight bodies such as portfolio committees and audit committees.

To be considered, applicants must hold a recognised Degree or National Diploma in Public Administration, Auditing, Statistics, Monitoring and Evaluation, or a relevant qualification. A minimum of five years’ experience in Monitoring and Reporting is required, of which at least three years must be at a managerial or Assistant Director level. Computer literacy and a valid driver’s licence are essential. The role demands a strong working knowledge of monitoring and evaluation processes, research methodologies, governmental guidelines, Public Finance Management, and the policy framework for the government-wide monitoring and evaluation system. Familiarity with the South African Statistical Quality Assessment Framework, the National Evaluation Policy Framework, and strategic planning guidelines is also expected. Competencies include analytical thinking, planning and organisation, relationship management, programme and project management, report writing, presentation, interpersonal and communication skills, as well as emotional intelligence, change management, risk management, goal orientation, leadership, and people management.

The core duties involve establishing and managing the institutional Portfolio of Evidence framework, reviewing source documents submitted by branches to ensure they fully support reported performance or reasons for deviations, and preparing data and performance presentations for internal and external stakeholders. The Deputy Director will also manage and develop policies and monitoring tools, draft and institutionalise internal Standard Operating Procedures for data submission, and oversee the implementation of departmental monitoring and reporting tools. Training facilitation for branches and regions is a key responsibility, as is coordinating strategic management forums and meetings for quarterly and annual reports. The role includes establishing and maintaining appropriate internal controls and reporting systems, managing human resources, finance, and assets, and ensuring the provision of support services within the branch. Ultimately, the position is accountable for the management of performance information across the department, ensuring that reporting is accurate, timely, and compliant with all relevant frameworks. This is a demanding leadership role suited to a candidate with strong analytical, diplomatic, and managerial capabilities who can drive accountability and evidence-based reporting within a public sector environment.
