The Department of Correctional Services is seeking two suitably qualified and experienced candidates to fill the role of Deputy Director: Risk Management at its National Head Office, within the Directorate Risk and Ethics Management. This is a senior managerial position focused on strengthening the department’s risk management framework, ensuring that risk registers are properly implemented, risk profiles are actively monitored, and that both national and regional risk management committees function effectively. The successful incumbents will play a key role in embedding a culture of risk awareness and accountability across the organisation, while also supporting enterprise-wide coordination of risk activities in line with public sector governance requirements.
Applicants must possess a recognised National Diploma or Degree in Risk Management, Auditing, Accounting, Economics, or a relevant equivalent qualification. In addition, they need between three and five years of managerial experience at the Assistant Director level within a risk management and internal auditing environment. Computer literacy and a valid driver’s licence are essential. The role demands a thorough working knowledge of the Public Finance Management Act, Treasury Regulations, ISO31000, the COSO framework, the King III report on corporate governance, labour legislation applicable to the post, anti-fraud and corruption policies, and Public Service Regulations. A solid understanding of risk management policies, principles, and philosophy, as well as government financial systems and risk management in the public sector, is also required. Candidates should be skilled in implementing policies, identifying emerging risks, and rolling out risk methodologies.
The ideal candidate will demonstrate strong problem-solving and analytical abilities, client orientation and customer focus, and excellent presentation skills. People and diversity management, accountability, ethical conduct, and a commitment to high-quality output are equally important. Good organisational, communication, financial management, facilitation, planning, organising, change management, and time management skills are necessary to succeed in this demanding environment.
Key duties include managing the implementation of the risk register, monitoring risk profiles, and coordinating risk management committees at both national and regional levels. The Deputy Director will develop the risk management strategy, risk mitigation plans, skills development plans, and risk assessment methodologies and techniques. They will also facilitate the creation of a generic risk awareness package and conduct knowledge reviews through interviews, surveys, and similar tools. The role involves conducting strategic and operational risk assessments, compiling risk management reports, and reviewing progress reports from branches and regions to assess the level of mitigation achieved. Monitoring the implementation of action plans by regions and branches, liaising with external stakeholders such as National Treasury, and providing secretarial support during regional risk management committee meetings are also central responsibilities. Furthermore, the post requires managing performance information, as well as financial and human resources within the unit.
These are Public Service Act appointments, and the positions are based at the National Head Office. The remuneration is an all-inclusive package commensurate with the seniority of the role. Interested candidates should note that this is a demanding but rewarding opportunity to contribute meaningfully to governance and ethical management within a large public sector institution.
