This senior leadership position within the Department of Correctional Services (DCS) is based at the National Head Office and carries the title of Deputy Commissioner: Correctional Security Operations. The role is a re-advertisement, meaning that individuals who applied previously must submit a fresh application to be considered. The successful candidate will be appointed in terms of the Correctional Services Act and will operate at the highest level of public service management, providing strategic direction and leadership across the chief directorate responsible for correctional security. This is a demanding executive post that requires a deep understanding of the South African Criminal Justice System, the correctional services architecture, and the legislative framework governing public administration, including the Public Service Act and Regulations, the Public Finance Management Act, and specifically the Correctional Service Act 111 of 1998 as amended.

Applicants must possess an undergraduate qualification at NQF level 7 in Security Management, Criminology, Behavioural Sciences, or a related field recognised by SAQA. A certificate for entry into the Senior Management Services (SMS), obtained from the National School of Government (NSG), is compulsory and must be submitted prior to appointment. In addition, candidates need at least five years’ experience at a senior managerial level within a similar environment, along with an active security clearance, computer literacy, and a valid driver’s licence. The role demands a broad set of competencies, including policy development and analysis, knowledge of security management dynamics, intelligence and counter-intelligence operations, research capability, diplomacy and negotiation skills, risk management, strategic management, and programme and project management.

The core duties of the Deputy Commissioner are extensive and centre on providing leadership and strategic direction within the chief directorate. This includes developing strategies, policies, procedures, and frameworks that align with the department’s business plan, and ensuring that operational plans are implemented and monitored in line with the departmental strategic plan. A key responsibility is to ensure that DCS facilities remain safe and secure by delivering security standards services across the organisation. The post holder must also ensure that sufficient and effective emergency support team services are available at correctional centres, creating a safe environment for both inmates and officials. This involves managing the creation and maintenance of a national operational centre, as well as the capacitation and management of emergency support teams. The role also requires managing stakeholder relations and liaising with internal and external clients to manage expectations, while actively participating in cluster programmes such as NatJOINTS. Furthermore, the Deputy Commissioner is responsible for managing correctional programmes rendered in the department, ensuring they are delivered effectively, and developing policies based on national guidelines, practices, and procedures. Risk management is another critical area, including developing action plans to mitigate identified risks and monitoring the effectiveness of control measures. Finally, the position entails the management of human resources, finance, assets, and performance information within the chief directorate, making it a comprehensive executive portfolio that requires strong leadership, strategic vision, and operational expertise.
