This position is for an Assessor within the Assessment unit of the Western Cape Mobility Department, operating under the Western Cape Government. The role is central to the regulation and oversight of land transport in the province, with a strong focus on the mini-bus taxi industry. The successful candidate will work within a legal and regulatory framework, engaging directly with industry stakeholders to ensure compliance with transport legislation and to support the broader objectives of the department. This is an OSD-graded post, and the work is both administrative and operational, requiring a balance of legal knowledge, project management, and interpersonal skill.

To be considered, applicants must hold an appropriate three-year National Diploma or Bachelor’s degree, or an equivalent or higher qualification, together with a minimum of three years of relevant experience. The role demands a thorough working knowledge of several key legislative instruments, including the Public Service Act and Regulations, the National Land Transport Act, the Road Transportation Act, and the Western Cape Road Transportation Amendment Law, as well as the National Land Transport Regulations. Familiarity with the registration of transport institutions and their members is also essential. In addition, candidates should be competent in applying people management policies, directives, and collective agreements, and should be able to manage projects effectively. Strong practical skills are required, including numeracy and literacy, computer proficiency, effective communication, and the ability to perform accounting, finance, and audit functions. Personal attributes such as conflict resolution, analytical thinking, planning and organising, working under pressure, meeting tight deadlines, and performing legal administration are also important. The ability to work irregular hours when required is a further condition of the role.

The core duties of the Assessor revolve around the mini-bus taxi industry. This includes conducting hearings and meetings with industry stakeholders, which requires a fair and structured approach to dispute resolution and mediation. The role also involves capacitation of the mini-bus taxi industry, meaning the incumbent will help build the knowledge and skills of operators and associations. Investigation and mediation form a significant part of the work, as does monitoring compliance with relevant transport laws and regulations. These responsibilities require the Assessor to interpret and apply legislation consistently, manage information systems, and maintain accurate records.

Shortlisted candidates should be aware of the selection process. They will be required to attend interviews at a date and time set by the department, and must submit duly completed and signed vetting and supporting documentation before the interview. Failure to do so within the given timeframe may result in disqualification. All shortlisted candidates will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including enquiries about disciplinary records and reasons for leaving. This summary provides an overview of the role, but applicants should ensure they meet all requirements and are prepared for a rigorous selection process.
