This position within the Western Cape Mobility Department offers an exciting opportunity for a skilled professional to take on the role of Assistant Director: Land Transport Systems. The post sits within the provincial government’s transport regulatory environment, where the focus is on managing and optimising land transport information systems and data processes. The role is central to the functioning of the Integrated Transport Hub (ITH), which serves as a key point for information exchange across transport functions. The successful candidate will be expected to align their work with relevant legislation, regulatory frameworks, and best practices, ensuring that the department’s land transport systems are efficient, compliant, and responsive to the needs of the province.

To be considered for this role, applicants must hold an appropriate three-year National Diploma or a Bachelor’s degree (or an equivalent or higher qualification) in information systems, business analysis or management, and project management. In addition, a minimum of three years of relevant supervisory-level experience is required. A valid code B (or higher) driving licence is also necessary, although people with disabilities that restrict driving abilities but who have reasonable access to transport are encouraged to apply. The role demands a strong working knowledge of transport-related legislation, policies, and frameworks, as well as familiarity with land transport systems and ICT systems. Candidates should also understand transport-related information services, data management optimisation, and the use of information systems to support knowledge management within the line function. Project management and operational management practices are essential competencies.

The duties attached to this post are broad and include ITH data and technology management, data integration and management, stakeholder engagement and collaboration, risk management and compliance, and overall managerial functions. In practice, this means overseeing the flow and quality of transport data, ensuring that systems are integrated and reliable, and engaging with internal and external stakeholders to support informed decision-making. The Assistant Director will also be responsible for identifying and mitigating risks, ensuring compliance with applicable regulations, and managing staff or resources within the unit. Strong skills in numeracy, literacy, computer literacy, written and verbal communication, project management, data analysis, accounting, finance and audit, analytical thinking, planning, organising, problem solving, conflict resolution, and monitoring, evaluation and reporting are all required to succeed in this environment.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers for reference checks, including disciplinary records and reasons for leaving. This is a demanding but rewarding role for a candidate who is ready to contribute to the strategic management of land transport systems in the Western Cape.
