The Chief Provincial Inspector: Lecturer position within the Western Cape Mobility Department offers an exciting opportunity for seasoned traffic law enforcement professionals to step into a senior supervisory and training role. Based within the Western Cape Government, this vacancy is available across various components and is graded at a senior level, reflecting its strategic importance. The successful candidate will operate within the Directorate Traffic Law Enforcement, where the core focus is on operational training development, planning, service delivery, and component management. This is not a desk-bound role; it requires a hands-on leader who can bridge the gap between frontline enforcement and the broader managerial and developmental objectives of the department.

Applicants must possess an appropriate three-year National Diploma or Bachelor’s degree, or an equivalent or higher qualification, combined with at least three years of supervisory experience. Crucially, a minimum of seven years of working experience in the traffic law enforcement field is required, ensuring that the post holder brings deep practical insight to the training environment. A valid driving licence for codes A and EC or higher is essential, although individuals with disabilities that restrict driving abilities but who have reasonable access to transport are encouraged to apply. A clean criminal record is a non-negotiable requirement. The ideal candidate will demonstrate extensive knowledge of the operational functioning of the Directorate Traffic Law Enforcement, as well as a thorough command of key legislation including the National Road Traffic Act, the Firearms Control Act, the Criminal Procedure Act, and the relevant regulations and guidelines. Familiarity with vehicle inspections, impoundment procedures, traffic law enforcement documentation, and the safe storage and transportation of dangerous goods is also expected. Furthermore, the role demands a solid understanding of project management, operational management practices, procurement processes, policy development, public finance, human resources, and labour relations legislation, alongside knowledge of modern governance systems and the broader socio-economic and political landscape affecting the Western Cape.

The duties of the Chief Provincial Inspector: Lecturer are multifaceted. The post holder will manage the implementation of the Operational Law Enforcement Plan, ensuring effective and efficient leadership across the directorate. This includes driving service delivery improvements, planning and coordinating interventions within the Directorate Traffic Management, and evaluating, managing, and implementing training interventions. The role also involves liaising with relevant role players, overseeing human resources and financial management, and taking responsibility for asset management. Shortlisted candidates should be prepared for a rigorous selection process, including interviews, vetting documentation, and two pre-entry assessments: one practical exercise to test technical and generic suitability, and an integrity assessment to evaluate ethical conduct. The selection process will be guided by the employment equity targets of the department, and applicants consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding position for a dedicated professional ready to shape the next generation of traffic law enforcement officers.
