This position offers an opportunity to contribute to the financial administration of the Western Cape Government’s Department of Social Development, specifically within the salary administration function. As an Accounting Clerk focused on salaries, the role sits at the heart of ensuring that the department’s payroll and related financial processes run accurately and in line with public service regulations. The successful candidate will become part of a team responsible for maintaining sound financial practices, supporting bookkeeping functions, and ensuring that salary-related transactions are processed correctly. This is a hands-on administrative role that requires a solid foundational understanding of government financial systems and a high level of attention to detail.
To be considered, applicants must hold a Grade 12 certificate or an equivalent qualification. Beyond this, the role demands basic knowledge of financial functions and practices, including the ability to capture data, operate a computer, and collate financial statistics. A working insight into the legislative framework governing public service finance is essential, including the Public Finance Management Act, the Division of Revenue Act, the Public Service Act and Regulations, the Preferential Procurement Policy Framework, and the departmental Financial Manual. Familiarity with key financial operating systems is also required, specifically PERSAL for personnel and salary administration, BAS for basic accounting, and LOGIS for logistical information management. Candidates should bring a range of core skills, including strong language and numeracy abilities, good written and verbal communication, sound interpersonal relations, flexibility, teamwork, accuracy, and an aptitude for figures. The ability to plan and organise work, perform routine tasks reliably, and operate standard office equipment is also expected.
The main duties of the post are varied but centred on financial and salary administration. The incumbent will manage petty cash, handle banking and cash management tasks, and provide bookkeeping and systems support services. They will also render financial accounting transactions and perform dedicated salary administration support, ensuring that all related processes are completed in compliance with relevant regulations and departmental procedures. This involves working closely with financial data and systems, so precision and confidentiality are paramount.
Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and another assessing integrity and ethical conduct. Reference checks will be conducted, including enquiries about disciplinary records and reasons for leaving previous employment. The department’s employment equity targets will guide the selection process, and by applying, candidates consent to these checks. This is a valuable entry-level opportunity for someone with a keen interest in public sector financial administration and a commitment to accurate, ethical service delivery.
