This position offers an exciting opportunity for an experienced organisational development professional to contribute to the modernisation and effectiveness of the Western Cape Government. Based within the Department of the Premier, the successful candidate will serve as an Organisational Development Practitioner focused on departmental work organisation capacity development. This is a contract role, with multiple posts available for a 12-month period, and the work sits at the heart of improving how provincial government departments are structured, how their processes function, and how their people deliver services. The role is ideal for someone who understands both the theory and practical application of organisation development, and who can translate that understanding into tangible improvements in public service delivery.
To be considered, applicants must hold a qualification at NQF level 6 or higher, along with at least one year of relevant experience. The role demands a broad and deep knowledge base, including organisation development theory and techniques, organisation design, process development and improvement, and behavioural dynamics within the workplace. A thorough understanding of legislation, regulatory frameworks, policies, and best practices affecting line functions is essential, as is familiarity with information systems used to manage knowledge and information. The successful candidate will also need to demonstrate knowledge of project management, operational management, procurement and tendering processes, policy development, and monitoring and review mechanisms. In addition, a solid grasp of modern governance and administration systems, public service procedures, and the constitutional and legal arrangements governing the South African public sector is required. The role also calls for awareness of regional and local political, economic, and social affairs impacting the Western Cape, as well as knowledge of public finance, human resources, and discourse management processes. Familiarity with the Public Finance Management Act, Treasury Regulations, collective agreements, labour relations legislation, and performance management in general is also expected.
The core duties revolve around providing and supporting departmental work organisation capacity improvements. This includes offering a job design service, delivering transversal organisation design and alignment services, and facilitating transversal service delivery and Batho Pele initiatives. The practitioner will also provide input and support with practice enablement and development, helping departments adopt better ways of working and align their structures with strategic objectives. Strong skills in numeracy, literacy, computer use, written and verbal communication, and project management are essential. The role also requires analytical, benchmarking, conceptual, interpretive, and formulation skills, as well as diagnostic and intervention design abilities. Facilitation and presentation skills, influencing and negotiation capabilities, innovative problem-solving, interviewing and listening skills, and mentoring and coaching competencies are all critical to success.
Shortlisted candidates should note that the selection process includes two pre-entry assessments: a practical exercise to determine suitability based on technical and generic requirements, and an integrity assessment on ethical conduct. Candidates will also be required to submit vetting and supporting documentation within a specified timeframe before the interview. The selection process will be guided by the employment equity targets of the department, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a practitioner ready to make a meaningful impact on public sector capacity and service delivery in the Western Cape.
