This position offers an exciting opportunity for a suitably qualified individual to contribute to the modernisation and effectiveness of the Western Cape Government as an Organisational Development Practitioner within the Department of the Premier. Focused specifically on departmental work organisation capacity development, the role is central to ensuring that provincial government structures are designed, aligned and capacitated to deliver services efficiently and responsively. The incumbent will operate within a dynamic governance environment, working across departmental boundaries to improve how work is organised, how jobs are designed and how service delivery initiatives are implemented. This is a transversal role, meaning the practitioner will engage with multiple departments and functional areas to support organisational design, process improvement and behaviour change in line with Batho Pele principles and modern systems of governance.
To be considered for this role, candidates must hold a qualification at NQF level 6 or equivalent, coupled with at least one year of relevant experience. The successful applicant will need to demonstrate a broad and deep knowledge base covering organisational development theory and practice, organisational performance, legislation and regulatory frameworks, project and operational management, procurement and tendering processes, policy development and review, and public service procedures. Familiarity with the constitutional and institutional arrangements of the South African public sector, the Public Finance Management Act, Treasury regulations, labour relations legislation and performance management is also essential. In addition, the role requires an understanding of regional and local political, economic and social affairs that impact on the Western Cape provincial government, as well as the functioning of sister departments and related functional areas.
The ideal candidate will possess a strong set of analytical, conceptual and diagnostic skills, along with the ability to design interventions and facilitate change. Excellent written and verbal communication, presentation, facilitation, negotiation and influencing skills are critical, as is the capacity for innovative problem-solving, benchmarking and mentoring. Computer literacy, numeracy and strong interviewing and listening skills round out the required profile.
In terms of duties, the practitioner will provide and support departmental work organisation capacity improvements, deliver a job design service, and provide transversal organisation design and alignment services. The role also involves facilitating transversal service delivery and Batho Pele initiatives, as well as providing input and support for practice enablement and development. These responsibilities require close collaboration with managers and stakeholders across the provincial government.
Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments covering practical suitability and integrity. The process will be guided by the employment equity targets of the department, and reference checks will include enquiries into disciplinary records and reasons for leaving previous employment. This is a demanding but rewarding role for a professional committed to improving public sector organisational effectiveness.
