This position sits within the Department of the Premier in the Western Cape Government, offering a senior operational role focused on the labour relations environment. As the Assistant Director for Collective Bargaining, the successful candidate will be responsible for shaping and supporting the employer’s engagement with organised labour across the provincial public service. The role is particularly significant because it operates at the intersection of policy implementation and day-to-day labour relations, requiring a deep understanding of both legislative prescripts and practical negotiation processes. The incumbent will work closely with institutional structures, providing expert support to Institutional Management and Labour Committees, and will be expected to guide the employer function through the complexities of collective bargaining.
To be considered for this role, applicants need a minimum three-year post-school qualification and at least five years of relevant experience. The position demands a thorough working knowledge of key labour and education legislation, including the Employment of Educators Act, the Public Service Act, the South African Schools Act, and the Basic Conditions of Employment Act, as well as the various resolutions and collective agreements that govern educators and public servants. Beyond legal knowledge, the role requires strong competencies in managing modern labour relations processes, handling grievances, disciplinary matters and misconduct procedures, and conducting negotiations. The ideal candidate will also demonstrate effective project management, legal administration, and computer literacy, alongside strong communication and presentation abilities. Personal attributes such as leadership, sound decision-making, conflict resolution, analytical thinking, and the capacity to plan and organise activities are essential for success in this demanding environment.
The core duties are broad and strategic. The Assistant Director will provide direct support to Institutional Management and Labour Committees, facilitate and coordinate the employer’s representation in collective bargaining processes, and ensure that collective agreements are implemented and monitored effectively. Another key responsibility involves facilitating the execution of the organisational rights of unions, which requires balanced and fair engagement with labour stakeholders. The role also includes people management, meaning the incumbent will be expected to lead and develop staff within the unit. This is not a purely administrative post; it is a hands-on, advisory and facilitative role that influences how labour relations are conducted across the provincial government.
There are several important conditions attached to this vacancy. Shortlisted candidates will be required to attend interviews and must submit completed vetting and supporting documentation within a specified timeframe. All shortlisted applicants will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability for the post, and another assessing integrity and ethical conduct. The selection process will be guided by the employment equity targets of the department, and by applying, candidates consent to reference checks with previous employers, including enquiries about disciplinary records and reasons for leaving. This is an OSD-graded position, and the role offers an opportunity to contribute meaningfully to the public service labour relations landscape within the Western Cape.
