This vacancy is for a Programme Manager for E-Government for Citizens within the Department of the Premier in the Western Cape Government. The role sits at a middle management level and is responsible for driving the province's digital engagement with citizens. The successful candidate will guide the maintenance and enhancement of citizen digital engagement across all Western Cape Government channels, ensuring that residents have the necessary infrastructure and skills development opportunities to access government services using technology. The position is central to delivering efficient, citizen-centred services across digital channels, and also includes providing a data and reporting service for the province's digital platforms. As a manager, the post holder will plan and manage the work of the Sub-directorate, taking accountability for its overall performance, and will manage both people and finance within that unit.

To be considered, applicants need an appropriate three-year tertiary qualification at National Diploma or Bachelor's level, together with at least three years of experience at middle management level. The role demands a broad range of knowledge and working experience, including familiarity with legislation, regulatory frameworks, policies and best practices relevant to the line function; the use of information systems that support knowledge and information management; project management; operational management practices; mentoring and coaching practices; and the management of national and provincial human resources, financial management and supply chain management instruments and legislation. Candidates should also understand and support national and provincial policies of the government of the day, understand provincial government functions and services, manage the statutory framework governing the public service, and handle staff performance management systems as well as disciplinary and grievance procedures.

A wide set of skills is required, including effective communication in the required language, computer literacy, numeracy and literacy, project management, and accounting, finance and audit functions. The role also calls for strong analytical and conceptual abilities, benchmarking, diagnostic assessments, facilitation and process consultation, stakeholder influence, innovative problem-solving, intervention design, interviewing, leadership, listening, mentoring and coaching, motivation of staff and stakeholders, negotiation, networking, planning and organising, presentations, research, team building, and strong interpersonal relationships.

Shortlisted candidates should note that they will be required to attend interviews on a date and time determined by the department, and must submit duly completed and signed vetting and supporting documentation within the timeframe communicated by the Western Cape Government prior to the interview date. Failure to do so without reasonable justification may result in exclusion from the process. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise to determine suitability based on the post's technical and generic requirements, and an integrity (ethical conduct) assessment. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for employment references, including enquiries relating to disciplinary records and reasons for leaving. This is a demanding and rewarding opportunity for an experienced public sector manager to lead digital government transformation at a provincial level.
