This position offers an opportunity for a qualified and experienced town and regional planner to contribute to the delivery of human settlements within the Western Cape Government, specifically within the Department of Infrastructure. As a Town and Regional Planner at production level, the successful candidate will be one of two appointees tasked with shaping and guiding forward planning processes. The role is situated within a provincial government context, meaning the work is closely aligned with national and provincial human settlements strategic goals, legislative frameworks, and intergovernmental relations. The post is graded according to the Occupation Specific Dispensation (OSD) for planners, reflecting its professional and technical nature.

Applicants must hold an appropriate B-Degree in Urban, Town and Regional Planning, or an equivalent qualification, and must be registered with the South African Council for the Planning Profession (SACPLAN) as a Professional Town and Regional Planner at the time of appointment. A minimum of three years of post-qualification experience in town and regional planning is required, along with a valid Code B driving licence. The ideal candidate will possess a working knowledge of the Housing Act, the Western Cape Housing Development Act, the National Housing Code, and related guidelines, as well as a solid understanding of public service legislation, municipal processes, and the built environment as it relates to human settlements. Familiarity with project management, budgeting processes, stakeholder engagement, and the Public Finance Management Act is also essential. Strong technical skills are expected, including computer literacy in Microsoft Project, Microsoft Planner, MS Office, Arc Map GIS and Arc View GIS, alongside good report-writing, analytical thinking, research, and conflict resolution abilities.

The core duties of the role involve influencing forward planning through Integrated Development Plans and sectoral plans, rendering technical support in project planning and packaging, undertaking transversal planning across departments and municipalities, and managing knowledge and record keeping. This requires close collaboration with local authorities, national departments, sister provincial departments, and community stakeholders to ensure integrated and compliant human settlement planning. The successful candidate will also be expected to coordinate project activities, monitor implementation, and maintain effective communication with all parties involved.

Shortlisted candidates should note that the selection process includes interviews, the submission of vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment. Reference checks will be conducted, including enquiries into disciplinary records and reasons for leaving previous employment. The department’s employment equity targets will guide the selection process, and all applicants should be prepared for a rigorous and transparent recruitment procedure. This is a demanding but rewarding role for a professional planner seeking to make a meaningful impact on human settlements and spatial development in the Western Cape.
