This position is for a Production Level Quantity Surveyor within the Education Infrastructure unit of the Western Cape Government’s Department of Infrastructure. The role is central to the planning, costing and delivery of education-related building projects, ensuring that public infrastructure is delivered efficiently, compliantly and to professional standards. As a registered professional, the incumbent will act as a technical authority on quantity surveying matters, working across the full project lifecycle from cost estimation to final account.

To be considered, candidates must hold an appropriate degree in Quantity Surveying or an equivalent qualification, backed by at least three years of post-qualification experience in the field. Compulsory registration with the South African Council for the Quantity Surveying Profession (SACQSP) as a Professional Quantity Surveyor is required, along with a valid code B or higher driving licence. The role demands a blend of technical and managerial competencies, including programme and project management, quantity surveying principles, legal compliance, technical report writing, computer-aided engineering applications, and professional judgement. Generic skills such as decision-making, team leadership, analytical thinking, financial management, customer focus, conflict management, people management and innovation are also essential.

The main duties involve performing quantity surveying activities on buildings, structures and facilities, coordinating professional teams, and ensuring adherence to quantity determination standards. The post holder will provide technical advice and support on cost evaluation, develop quantity surveying policies and methods, and review cost determinations prepared by building designers and sub-professional personnel. Non-compliance issues must be resolved, and professional registration requirements upheld. A significant part of the role is human capital development: mentoring, training and developing candidate quantity surveyors and technical staff to ensure sound principles and the code of practice are transferred. The position also includes supervising quantity surveying work, administering performance management, managing office budgets and resources, overseeing procurement and supply chain processes, monitoring expenditure and reporting on service delivery. Continuous professional development and research are expected, along with liaison with relevant professional bodies and councils.

Shortlisted candidates will be required to attend interviews and submit vetting and supporting documentation within a specified timeframe. Two pre-entry assessments will be conducted: a practical exercise testing technical and generic suitability, and an integrity assessment. The selection process will be guided by the department’s employment equity targets, and by applying, candidates consent to reference checks with previous employers, including disciplinary records and reasons for leaving. This is an OSD-graded post, with salary determined according to post-registration experience as per the Occupational Specific Dispensation prescript. This is an excellent opportunity for a professional quantity surveyor seeking to contribute to education infrastructure delivery in the Western Cape.
