This Assistant Director position sits within the People Management Planning and Practices directorate at the Head Office in Cape Town, focusing on the full spectrum of people administration for the department. The role is a supervisory and management post, responsible for leading a component that delivers transactional and strategic HR administration services. As the Assistant Director, you will ensure that all people administration processes are executed accurately, in line with government policies, legislation and the Conditions of Service. The position requires a blend of technical HR knowledge, managerial capability and hands-on experience with the PERSAL system, as this is central to the administration of salaries, allowances and employment conditions.
To be considered, candidates must hold an appropriate National Diploma at NQF level 6 or equivalent in Human Resources or a related field. Extensive experience in people administration is essential, along with appropriate supervisory or management experience. You must also have extensive experience working with PERSAL and applying Conditions of Service. A valid Code B/EB driver's licence is an inherent requirement of the job. The ideal candidate will demonstrate sound knowledge of relevant government and departmental policies, legislation and people administration practices, as well as employee relations practices and policies. Strong managerial, strategic thinking and planning skills are required, together with solid computer literacy, including proficiency in Microsoft Office.
The duties are broad and include managing people administration services for Head Office, covering appointments, secondments, transfers, probation, OSD matters, terminations, allowances and leave administration. You will coordinate transversal people administration functions such as Long Service Awards, SMS employment contracts and related matters. Managing PERSAL, salaries and allowances is a key responsibility, ensuring that all administration is accurate and compliant. The role also involves coordinating audit and compliance requirements, including HR audits, Internal Audit and Auditor-General processes for Head Office. You will administer ORW and financial disclosure requirements, and take responsibility for the optimal management and development of staff within the component. In addition, you will provide advice and guidance to Head Office management and institutions on people administration policies, practices and Conditions of Service.
This is an OSD-graded post, and applicants should note that no payment of any kind is required when applying. Shortlisted candidates will be required to undergo practical and competency testing as part of the selection process. The post is advertised in a departmental circular, and the vacancy listing contains full details on the application process and closing date. This is an excellent opportunity for an experienced HR professional looking to take on a leadership role within a large government department, with the chance to shape people administration practices at Head Office and contribute to broader transversal HR functions.
