This position offers an opportunity to serve as Assistant Director: Supply Chain Management within the Department of Economic Development and Tourism, part of the Western Cape Government. The role is a supervisory-level post, graded at Level 09, and sits within the broader public service framework of the province. The successful candidate will be responsible for ensuring that the department’s supply chain functions operate efficiently, lawfully, and in alignment with the constitutional, legal, and institutional arrangements governing the South African public sector. This is a demanding role that requires both strategic oversight and hands-on management of procurement and logistics processes, with a strong emphasis on compliance with financial norms and standards, including the Public Finance Management Act, National Treasury Regulations, and Provincial Treasury Directives.

To be considered, applicants must hold a relevant tertiary qualification at NQF Level 7, such as a Bachelor’s Degree or Advanced Diploma, or an equivalent or higher qualification. In addition, a minimum of three years of Supply Chain Management experience at a supervisory level is required. The role demands a broad and deep skill set. The department is looking for someone with knowledge of human resources management, financial management processes, provincial policy development, strategic sourcing, and Preferential Procurement or BEE requirements. Familiarity with procurement activities, policies, procedures, and contract management is essential, as is an understanding of client needs and the ability to interpret policy matters. Practical experience with SCM systems such as Syspro, Logis, the Integrated Procurement System, and the Basic Accounting System is also expected. On the personal and professional skills side, the ideal candidate will demonstrate strong numeracy, computer literacy, language proficiency, and economic and financial analysis abilities. Problem-solving, team-building, interpersonal skills, presentation skills, project management, and clear verbal and written communication are all critical. The ability to plan, organise, and manage people, to work independently and as part of a team, and to cope with a high workload under pressure are equally important.

The core duties of the post revolve around four main functional areas. The Assistant Director will perform the functional operations regarding Acquisition and Logistics Management, ensuring that goods and services are procured and delivered in a timely and compliant manner. The role also covers Demand Management, which involves planning and identifying the department’s procurement needs accurately. Contract Management is another key responsibility, requiring the post holder to oversee the lifecycle of contracts, from award to completion, while ensuring that all parties meet their obligations. In addition, the position carries Human Resource and Financial Management responsibilities, meaning the incumbent will be expected to supervise staff and contribute to sound financial governance within the unit.

Shortlisted candidates should be aware of several important conditions. They will be required to attend interviews on a date and time determined by the department and must submit duly completed and signed vetting and supporting documentation within the timeframe communicated prior to the interview. Failure to do so, without reasonable justification, may result in exclusion from the process. All shortlisted candidates will also undertake two pre-entry assessments: a practical exercise testing technical and generic suitability for the post, and an integrity or ethical conduct assessment. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, which will include enquiries about disciplinary records and reasons for leaving. This is a challenging but rewarding role for a seasoned supply chain professional seeking to contribute to public service delivery in the Western Cape.
