This vacancy is for a Personnel Officer position based in the Nkangala District at eMalahleni, and is a re-advertisement of an earlier post. The successful candidate will join the district office as part of the human resource management support team, providing essential administrative services to the department. Operating at a junior administrative level, the role is well suited to a candidate who has completed a higher certificate in human resource management or a related field and is looking to gain practical experience in the public service HR environment. No prior work experience is required, making this an entry-level opportunity for those who have recently obtained the necessary qualification.
The minimum educational requirement is a National Senior Certificate or Grade 12, supplemented by a Higher Certificate in Human Resource Management, Public Administration, or Human Resource Management at NQF Level 5. In addition, applicants must be computer literate, with particular proficiency in the PERSAL personnel and salary system. The department is looking for individuals who possess sound knowledge of HR administration, including appointments, service benefits, leave management, records management, and customer service. These competencies are essential for the day-to-day functioning of the district HR office.
The core duties of the Personnel Officer involve processing a wide range of HR administration tasks. This includes managing the administrative aspects of new appointments, ensuring that service benefits are correctly applied, processing leave applications and maintaining accurate leave records, and keeping personnel records up to date. The officer will also be responsible for capturing and updating information on the PERSAL system, as well as handling client enquiries from both internal staff and external stakeholders. The role requires attention to detail, confidentiality, and the ability to work systematically within the department's policies and procedures.
Applicants should note that this is a re-advertisement, and all applications must be submitted online through the provincial e-Recruitment portal; manual, emailed, or faxed submissions will not be accepted. Late applications will generally not be considered. Only shortlisted candidates will be required to submit certified copies of their qualifications and other documents, and these must be produced on or before the day of the interview. Candidates with foreign qualifications must have them evaluated by the South African Qualifications Authority and provide proof of evaluation if shortlisted. Applicants are also required to disclose any directorship or shareholding in a company doing business with the state, as well as any additional remunerative work outside their normal duties.
Shortlisted candidates must be available for an interview at a date, time, and place determined by the department. The selection process may include personnel suitability checks, such as verification of criminal records, citizenship, financial assets, qualifications, and previous employment references. The successful candidate will be required to enter into an Annual Performance Agreement and to disclose their financial interests annually. The department reserves the right not to make an appointment. Communication will be limited to shortlisted candidates, and if no feedback is received within three months of the closing date, applicants should consider their application unsuccessful. This position is graded at Level 05, and the associated salary is as advertised. For any further enquiries, the contact person and telephone number are provided in the official advertisement.
