This vacancy is for a State Accountant within the Property Section of the Gert Sibande District office, part of the Mpumalanga provincial government. The role sits within the financial management environment of the public service, specifically dealing with property-related financial administration. The incumbent will be responsible for ensuring that all payments and billing processes related to municipal services, property rates, taxes, and leases are accurately administered and reconciled. This is a hands-on accounting and administrative supervision role that requires a solid understanding of public finance legislation and property management prescripts.
To be considered, applicants must have a Grade 12 certificate as well as a National Diploma at NQF Level 6 in Finance or Public Administration. In addition, a minimum of three years of relevant working experience is required. The department looks for candidates who possess knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and the BAS and LOGIS financial systems, as well as familiarity with Title Deeds, Deeds of Sale, and other property-related prescripts. Strong computer literacy, communication, negotiation, and financial management skills are essential, along with good interpersonal relations and the ability to work under pressure and long hours when necessary.
The main duties of the post include administering the payment of property rates and taxes, managing payments for municipal service charges, and handling stop orders for lease payments and their cancellations. The State Accountant will also be responsible for billing accounts for shared services and private tenants, reconciling debtor accounts, and supervising administrative support staff within the property section. This means the role combines technical accounting work with team supervision and stakeholder liaison, often requiring direct engagement with tenants, service providers, and municipal entities.
There are several important conditions attached to this position. Applications are only accepted through the provincial e-recruitment portal, and no manual, emailed, or faxed submissions will be considered. Shortlisted candidates will need to produce certified copies of their documents on or before the interview date, and any foreign qualifications must be evaluated by SAQA with proof provided if shortlisted. Applicants are also required to disclose any business interests or additional remunerative work outside their normal duties, particularly if they are a director or shareholder of a company doing business with the state. The selection process may include practical exercises, integrity assessments, and personnel suitability checks covering criminal records, citizenship, financial assets, qualifications, and employment history. The successful candidate will be expected to sign an annual performance agreement and disclose their financial interests annually. The department reserves the right not to fill the post, and only shortlisted candidates will be contacted. If no response is received within three months of the closing date, applicants should consider their application unsuccessful. This position offers an opportunity for a detail-oriented accounting professional to contribute to sound financial management in the public property sector.
