Appointment is subject to signing a performance agreement and disclosing financial interests, and the successful candidate must complete the Nyukela Public Service Senior Management Leadership Programme, as endorsed by the National School of Government, before the appointment is finalised.
The duties are broad and include leading multidisciplinary planning and design processes, project readiness assessments, procurement planning, contract readiness and infrastructure implementation. The Director will manage consultants, contractors and built-environment professionals, while monitoring project performance, quality, expenditure, risks, compliance and delivery targets. The role also involves stakeholder engagement with client departments, Provincial Treasury, municipalities and other strategic partners to facilitate smooth infrastructure delivery. Sound governance, financial management, risk management and compliance with legislation, Treasury prescripts, the Infrastructure Delivery Management System, the Framework for Infrastructure Delivery and Procurement Management, CIDB prescripts and supply chain management requirements are central to the position. The Director will also oversee project completion, commissioning, handover and close-out processes, and manage the human, financial and other resources of the Programme Management Unit to achieve departmental objectives.
Shortlisted candidates should note that the selection process includes a technical exercise, an interview, and for up to three SMS candidates, psychometric assessments covering cognitive abilities, behavioural preferences, emotional intelligence and integrity. The top two candidates will be subjected to personnel suitability checks, including criminal records, citizenship, financial credits and assets, qualification verification and employment background or reference checks. The successful candidate will enter into an annual performance agreement and must disclose financial interests annually. The department reserves the right not to make an appointment, and communication will be limited to shortlisted candidates; those not contacted within three months after the closing date should consider their application unsuccessful.
