This position offers an opportunity to lead the human resources information systems and reporting function within a provincial government department, based at the Head Office in Cedara. The Deputy Director will be responsible for ensuring that the department’s HR data infrastructure, particularly the PERSAL system, operates effectively and supports broader public service objectives. The role sits within the corporate services environment and requires a blend of technical HR systems expertise, strategic management capability, and a thorough understanding of the legislative and regulatory framework governing the public service. The incumbent will be expected to align HR information management with departmental goals, contribute to professionalisation initiatives, and ensure that reporting and establishment control functions meet national and provincial requirements.
Candidates must possess an NQF level 06 qualification in Human Resources Management, Public Administration, or a related field, together with a valid driver’s licence. At least three years of junior management experience specifically within Human Resources Information Systems is required. A comprehensive knowledge base is essential, including the RSA Constitution, Public Service Act, Public Administration Management Act, Public Service Regulations, the Directive on Human Resources Management and Development for Public Service Professionalisation, the PFMA, EPMDS, the Basic Conditions of Employment Act, the Labour Relations Act, and the National Management Information Requirements. Practical familiarity with the PERSAL system, the DPSA Handbook on PERSAL functionality, and relevant departmental, provincial, and national HR policies and procedures is also expected. The successful candidate will need strong skills in leadership, communication, report writing, problem solving, conflict and change management, project planning, people and relationship management, financial management, analytical thinking, and policy interpretation, along with the ability to work under pressure with minimal supervision.
The core duties involve managing the PERSAL system and other automated HR management systems, overseeing reporting processes, and managing establishment control services and reporting. The Deputy Director will also develop strategies, policies, and plans aimed at improving service delivery, and will manage the resources of the sub-directorate, including staff, budgets, and operational planning. This is a senior management role that requires both strategic vision and hands-on oversight of daily HR information functions.
Shortlisted candidates, including those at SMS level, will be required to undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. Applicants must ensure their applications are submitted correctly, using the prescribed Z83 form and a comprehensive CV, and must be aware that only shortlisted candidates will need to provide certified copies of qualifications. Foreign qualifications must be evaluated by SAQA. This is a demanding but rewarding position for an experienced HR information systems professional seeking to make a meaningful contribution to public administration.
