This level 07 position is central to the smooth running of HR administration in the provincial office, supporting the broader mandate of water and sanitation service delivery. The successful candidate will join a professional team responsible for the full range of human resources functions, from managing conditions of service to guiding line managers on HR policies and legislative requirements. The role offers an opportunity to work in a dynamic public service environment where accuracy, confidentiality and sound judgement are essential.
To be considered, applicants must have a relevant NQF level 6 qualification, such as a National Diploma in Human Resource Management or an equivalent qualification, together with at least one year of experience in HR administration. Practical and extensive knowledge of the PERSAL system is a non-negotiable requirement, as is possession of a valid unexpired driver’s licence. The role calls for a thorough understanding of HR legislative prescripts, departmental policies and circulars, DPSA circulars, resolutions and guidelines, as well as the Occupational Specific Dispensation. Computer literacy and basic knowledge of financial management and the PFMA are also required. The ideal candidate will demonstrate strong problem-solving abilities, creativity, interpersonal skills and analytical thinking, alongside excellent verbal and written communication. A high level of confidentiality, loyalty and the ability to work collaboratively as a team player are vital, and candidates must be willing to travel and work extra hours when operational needs arise.
The duties are comprehensive and include administering conditions of service matters such as leave, housing, medical aid, service terminations, incapacity leave and ill-health retirement (PILIR), appointments, acting appointments, injury on duty, long service recognition, overtime, pensions including S-cases, and allowances. The practitioner will be expected to approve transactions on PERSAL, implement pay progressions, performance bonuses and grade progressions, and provide professional advisory and liaison services to line functionaries. Recruitment and selection processes will also fall under this role, along with the administration of pension cases and the handling of sensitive documents with strict confidentiality.
The Department of Water and Sanitation is an equal opportunity employer, and employment equity imperatives as outlined in the Constitution and the Employment Equity Act will be taken into account during the selection process. Women and persons with disabilities are strongly encouraged to apply, with preference given to EE targets. Shortlisted candidates will undergo suitability checks, including SAQA verification, reference checks, and criminal and credit checks.
