The role sits within the Water and Sanitation Services Management branch and is central to the delivery of water services infrastructure grant programmes across the province. Candidates must hold a relevant NQF level 7 qualification in Civil Engineering or Project Management within an engineering environment, together with at least five years of management experience in an engineering project management setting. A valid unexpired driver’s licence is required. Proficiency in Microsoft Office, Lotus Notes, and other discipline-specific software is essential, along with strong analytical and problem-solving abilities. Knowledge of key legislation such as the Division of Revenue Act, the Public Finance Management Act, the National Water Act, and the Water Services Act is critical, as is familiarity with human resource management legislation, performance management frameworks, and the policy on performance management and development systems.

The main duties include supporting the implementation and management of water services infrastructure grant programmes, coordinating strategic inputs and budget planning, and preparing implementation plans and project costing. The Deputy Project Manager will provide technical advisory support on integrated infrastructure planning processes, participate in the design and testing phases of project planning, and promote partnerships between government, public entities, the private sector, and civil society. The role also involves supporting the development and evaluation of Implementation Readiness Study reports, ensuring that programmes are budgeted for within the Medium-Term Expenditure Framework, monitoring and evaluating the implementation of all water services infrastructure development programmes in the provincial operations, and facilitating the transfer of grant funds to Water Services Authorities for programme implementation.
