This position within the Office of the Director-General is responsible for the full spectrum of expenditure and revenue management for the National Treasury, ensuring that the department’s financial operations run smoothly and in line with regulatory frameworks. The Deputy Director will oversee the processing of creditor payments, manage departmental revenue streams, and provide essential administrative support around payments and reconciliations. Based in Pretoria, this is a senior operational role that requires a sound understanding of government financial management and the ability to coordinate with internal and external stakeholders, including provinces, municipalities, and entities that receive transfers from the National Treasury.
Candidates must hold a Grade 12 certificate and a Bachelor’s Degree at NQF level 7 in Financial Accounting, Business Management, or Public Administration. A minimum of four years’ relevant experience is required, with at least two years at Assistant Director level or equivalent, gained in a financial accounting and supply chain management environment. Practical knowledge of the government financial management framework is essential, as is demonstrated experience in the dissemination and reconciliation of revenue and expenditure. This background ensures the incumbent can hit the ground running in a complex public-sector financial environment.
The core duties are wide-ranging and hands-on. The role involves processing and reconciling creditor transactions, authorising payments on BAS and LOGIS Procurement Integration, and generating management reports on creditor payments. The Deputy Director will also initiate transfers of funds to provinces, municipalities, and entities in compliance with regulatory requirements, and verify these transfers through reconciliation of the transfer schedule. Cash management forms another key area: issuing cash receipts, allocating departmental revenue with supporting documentation, and managing petty cash advances through the Petty Cash Register. In addition, the position entails managing the National Treasury’s bank accounts by initiating the clearing of control and bank accounts, executing banking transactions, performing bank reconciliations to minimise discrepancies, and coordinating requested funds based on designated drawing schedules via SAFETYWEB. The role also requires monitoring allocations to control and suspense accounts, engaging affected institutions to recover amounts, reviewing reconciliations to ensure these accounts are cleared, and checking management reports for accuracy.
Several important conditions apply to this post. It is an SMS-level position, meaning successful completion of the Nyukela Public Service SMS Pre-entry Programme is required before appointment is finalised. All shortlisted candidates will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. Shortlisted SMS candidates will also face a technical exercise and interview, with up to three candidates proceeding to psychometric testing covering cognitive abilities, behavioural preferences, emotional intelligence, and integrity. The National Treasury uses an e-Recruitment system, and applicants must ensure their profiles are fully completed, as this serves as the newly approved Z83 form. Supporting documents such as qualifications and ID need to be uploaded but need not be certified at application stage; certification is required before interview. All qualifications, criminal records, and South African citizenship will be verified, and foreign qualifications must be evaluated by SAQA at the applicant’s own expense. The department also notes that it does not support the use of artificial intelligence in recruitment and selection processes without acknowledging sources, and that by applying, candidates consent to the processing of personal information in line with POPIA. Successful appointees must disclose registrable financial interests, sign a performance agreement within three months, and serve a twelve-month probation period where applicable.
