This position offers an opportunity to serve as an Accounting Clerk specialising in finance and batch control within the Mthatha Regional Office of the Department of Public Works. The role is a re-advertisement, and individuals who submitted applications under the previous circular are strongly encouraged to re-apply, as their earlier applications will not automatically be carried over. Working under the direct supervision of the State Accountant, the successful candidate will act as a key control point for the unit’s financial documentation and transactional integrity. The core focus of the post is the safekeeping, management and monitoring of documents, commonly referred to as batch control, ensuring that all transactions comply with sound accounting practices, relevant legislation, regulations, policies and the prescribed norms of the department. This involves overseeing documents linked to various transversal systems, verifying that expenditure and revenue are allocated to the correct budget codes, and drawing financial and BAS reports to support the unit’s activities. In addition, the incumbent may be required to assist with budget formulation, compile cash flow budgets, contribute to monthly reporting, and perform duties related to the cashier function. This makes the role a varied and responsible entry-level finance position within a government environment.

Candidates must hold at least a Senior Certificate or Grade 12, with no prior work experience required, making this an accessible opportunity for those starting their careers in public sector finance. However, applicants should possess a working knowledge of a financial environment, as well as familiarity with the relevant legislation, regulations and policies governing government financial administration. Strong interpersonal and communication skills are essential, along with computer literacy, the ability to handle multiple tasks, and a self-driven, results-oriented approach. The successful candidate must be motivated, capable of meeting strict deadlines, and willing to accept responsibility for the accuracy and security of financial records. A valid driver’s licence is also a requirement, as the role may involve travel or official duties that necessitate driving.

The main duties and responsibilities are centred on maintaining rigorous control over financial documentation and ensuring that all transactions are processed in line with departmental and regulatory standards. This includes monitoring and controlling documents across different transversal systems, checking the correct allocation of both expenditure and revenue, and preparing financial and BAS reports that support the unit’s operational needs. The incumbent will also be expected to participate in budget-related tasks, including the formulation of budgets and cash flow projections, as well as assisting with monthly reporting cycles. Cashier duties may also be assigned, adding a practical, hands-on element to the role. Given the nature of the work, attention to detail, integrity and a methodical approach are vital.

It is important to note that a practical exercise or test will form part of the selection process, allowing candidates to demonstrate their skills and understanding of the role. This is a regional post based in Mthatha, and interested applicants should ensure they meet all the requirements before applying. The position offers a stable career path within the public service, with the chance to develop expertise in government finance, batch control and reporting systems.
