This position offers an opportunity to manage the full operational fleet function within a further education and training environment. Based at the corporate office in King William’s Town, the Transport Officer will be responsible for the day-to-day management, maintenance, and compliance of the college’s vehicles, ensuring that all transport activities align with legislative frameworks and institutional policies. The role is a permanent appointment on the PERSAL system and is graded at a level that reflects its supervisory and administrative responsibilities, with the usual public service benefits attached. As part of the corporate services team, the incumbent will work closely with internal departments, drivers, and external service providers to keep the fleet running efficiently, safely, and cost-effectively.

To be considered, applicants must hold a Matric certificate or NCV Level 4, together with a recognised three-year National Diploma at NQF Level 6 in Transport Management, Business Management, Public Management, or a related field. This must be supported by at least two to three years of relevant experience in a TVET fleet environment, along with computer literacy and a valid driver’s licence. The role demands a solid understanding of fleet or transport management principles, as well as knowledge of the Public Service Act, the Public Finance Management Act, Treasury regulations, and other relevant governance frameworks. Candidates should also be familiar with business planning, visibility analysis, and the administration reporting process. Strong negotiation, communication, presentation, and report-writing skills are essential, as are administrative planning, organising, financial management, problem-solving, analytical thinking, and a client-oriented approach. The ability to lead a team, manage people effectively, and work collaboratively across the institution is equally important.

The core duties involve ensuring the daily management and maintenance of fleet vehicles, monitoring kilometres travelled before and after trips, and closing monthly kilometre records in logbooks. The Transport Officer will authorise trip itineraries and trip authorisations, receive and certify invoices for monthly payment processing, and maintain accurate records of driver’s licences, trip authorisations, and fines. The role also includes redirecting traffic fines, conducting pre- and post-inspection of vehicles, performing quarterly inspections of subsidised vehicles, and processing new applications for such vehicles. Ensuring full compliance with transport policies, processes, and procedures is a central responsibility, as is coordinating service maintenance schedules to keep the fleet roadworthy and reliable.

This vacancy is advertised as part of a broader public service circular, and the college is an equal opportunities employer. People living with disabilities are encouraged to apply. Successful candidates will be subjected to vetting, including criminal record, citizenship, qualification, and employment verification, and will be required to disclose their financial interests annually. Shortlisted candidates may also be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment. Applications must be submitted using the prescribed Z83 form, fully completed and signed, along with a comprehensive CV and contactable references. Foreign qualifications must be accompanied by a SAQA evaluation report. The college reserves the right not to fill the post or to withdraw it at any time, and only shortlisted candidates will be contacted. If no response is received within six months of the closing date, applicants should consider their application unsuccessful.
