This permanent administrative post, based at the Central Office in King William’s Town, offers an opportunity to contribute to the strategic business development and partnership functions of a public TVET college. The Admin Officer will work within the college’s Project and Linkages Unit, playing a hands-on role in generating income, building external relationships, and supporting the college’s broader mandate to align its offerings with economic and community needs. The position is a PERSAL appointment at salary level 07, with the usual public service benefits attached.
Candidates must hold a Matric certificate or NCV Level 4, together with a recognised three-year National Diploma at NQF level 6 in Project Management, Public Management, or a related field. At least two to three years of relevant experience in project management, business development, or a closely related environment is required. Practical computer literacy and a valid driver’s licence are essential. The ideal applicant will also bring knowledge of partnership building, innovation, marketing, entrepreneurial insight, financial management, resource mobilisation, and the interpretation of statutes. Familiarity with the Public Service Act, PFMA, Treasury regulations, and other governance frameworks is expected, as is an understanding of business planning, visibility analysis, and administrative reporting processes. Strong skills in negotiation, communication, presentation, report writing, problem solving, analytical thinking, client orientation, project management, team leadership, planning, organising, and people management are all central to performing well in this role.
The core duties revolve around identifying and facilitating income-generating opportunities through partnership agreements. This includes building and maintaining a database of local businesses and other linkages, participating in business forums, and identifying project opportunities. The Admin Officer will develop project proposals and plans for joint initiatives, facilitate handovers with college managers, and form partnerships with industry and relevant stakeholders. A significant part of the work involves business opportunity scanning: identifying potential income streams, establishing work environment simulation possibilities, providing market-needs business case rationales, and coordinating the submission of tenders and funding proposals. The role also requires providing information and reports on programmes, funding, and partnerships to the Department of Higher Education and Training and other stakeholders, as well as managing local and provincial government relations. This includes developing and updating a schedule of local government projects, identifying synergies between the college and provincial departments, building relationships with officials, and maintaining a database of key contacts. The Admin Officer will develop proposals for partnering on practical opportunities aligned with the college’s core business, conduct visibility studies for new and proposed projects, prepare project budgets, partner with research organisations, and negotiate and sign service level agreements or contracts when required.
This is an equal opportunities position, and people living with disabilities are encouraged to apply. Successful candidates will be subject to vetting, including criminal record, citizenship, qualification, and employment verification, and will be required to disclose financial interests annually. Shortlisted candidates may also undergo pre-entry assessments, including a practical exercise and an integrity test. Applications must include a fully completed, signed Z83 form and a comprehensive CV with contactable references; foreign qualifications require a SAQA evaluation. Incomplete applications will be disqualified, and the college reserves the right not to fill the post or to withdraw it at any time. Only shortlisted candidates will be contacted, and those who do not hear within six months of the closing date should consider their application unsuccessful.
