This permanent Human Resources Officer post is based at the Central Office of Lovedale TVET College in King William’s Town and offers a rewarding career within the public service’s further education and training sector. The successful incumbent will be appointed on the PERSAL system and will operate as a key member of the college’s corporate services team, ensuring that all human resource administration, records management, and recruitment functions are delivered accurately and in line with the legislative framework governing the public service. The role is well suited to a client-focused, proactive professional who can work independently as well as part of a team, and who is comfortable handling pressure, tight deadlines, and the need for meticulous accuracy in a busy institutional environment.
Applicants must hold a Matric certificate or NCV Level 4 qualification, complemented by a recognised M+3 degree or National Diploma specialising in Human Resource Management or Human Resource Development. A valid PERSAL certificate is essential, along with between three and five years of relevant experience in a human resource environment. Practical understanding and utilisation of both the PERSAL and COLTECH systems are required, as is a valid driver’s licence. The role demands sound knowledge of HR functions and policies, excellent computer literacy in the MS Office Suite, and strong analytical, planning, and organisational skills. The ideal candidate will demonstrate integrity, attention to detail, effective verbal and written communication, good interpersonal relations, and the ability to supervise staff and manage human resources effectively.
The duties are broad and encompass the full employee lifecycle. The officer will administer conditions of service and remuneration, process pension, housing allowance, and long-service benefits, and manage employee leave. They will keep signed employment contracts for staff on salary levels two to eight, maintain and update staff files, and process all termination paperwork when employees exit the college. Payroll administration for all employees, along with handling queries related to the pension fund and medical aid, forms a core part of the role. The officer will also submit regular reports to management to support informed decision-making on HR matters, and will ensure that signed Declaration of Interest and Confidentiality Agreement forms are kept for all employees.
Recruitment and selection services form another major component. This includes processing applications, handling responses, screening CVs, preparing preliminary and final shortlists with responsible managers, arranging interview dates and venues, inviting candidates, and coordinating the verification of applicants’ qualifications. The officer will develop and update the recruitment database and provide efficient records management services, including opening, archiving, and closing files for new and existing employees, safe-keeping all HR records, and providing records for auditing purposes. They will also dispose of files in line with legislation and college policy, handle incoming and outgoing correspondence, maintain a mail database, and keep a register of the filing system.
Lovedale TVET College is an equal opportunities employer and encourages people living with disabilities to apply. The college reserves the right not to fill the post or to withdraw it at any time. All applications must be accompanied by a fully completed, signed Z83 form and a comprehensive CV with at least three contactable references; foreign qualifications require a SAQA evaluation report. Shortlisted candidates will be subjected to personnel suitability checks, including criminal record, citizenship, and qualification verification, as well as pre-entry assessments covering technical suitability and integrity. The successful candidate will be required to annually disclose financial interests and declare any conflicts. If applicants do not receive feedback within six months of the closing date, they should consider their application unsuccessful. Enquiries may be directed to the college’s HR contacts as listed in the advertisement.
