This position is for a Senior State Accountant specialising in salary administration, based at the Vhembe District Office. The role sits within the provincial department’s finance unit and is responsible for ensuring that the payment of salaries and allowances is processed accurately, timeously, and in line with all applicable financial regulations and public service prescripts. As a senior role, it carries supervisory duties, meaning the incumbent will be expected to lead and manage staff within the payroll environment while also maintaining the integrity of payroll records and providing reliable financial information to support decision-making. The post is advertised at salary level 08 and forms part of the department’s broader effort to strengthen financial governance and compliance at district level.
To be considered, applicants must have a Grade 12 certificate as well as an appropriate NQF level 6 qualification in Financial Management, Cost and Management Accounting, Auditing, Commerce, or a related field recognised by SAQA. Practical experience of at least two to three years in a relevant financial environment is required, along with working knowledge of PERSAL and BAS systems. A valid motor vehicle driver’s licence is also required, with an exception for persons with disabilities. The department is looking for candidates who have a solid understanding of the Public Service Regulations, the Public Finance Management Act, and relevant policies and procedures. Knowledge of GRAP, GAAP, and International Financial Reporting Standards is essential, as are payroll administration, financial reconciliation, and financial reporting skills. Strong communication and listening abilities, problem analysis, analytical thinking, honesty, confidentiality, customer care, people management, and project management skills are all important for success in this role.
The main duties of the post include administering the processing of salaries and allowances, maintaining payroll records, and conducting reconciliations to ensure accuracy. The Senior State Accountant will also facilitate compliance of payroll administration with financial regulations, prepare and provide payroll-related financial information and reports, and supervise staff. This means the role is both hands-on and managerial, requiring attention to detail as well as the ability to guide and support team members in a busy district office environment.
Shortlisted candidates will be subjected to security clearance and verification of qualifications, and will be required to undertake two pre-entry assessments: one practical exercise to determine technical and generic suitability, and one integrity or ethical conduct assessment. The recommended candidate will also undergo a Personnel Suitability Check. Foreign qualifications must be evaluated by SAQA. The department is an equal opportunity and affirmative action employer, with women and people living with disabilities encouraged to apply. The employment decision will be informed by the department’s Employment Equity Plan. Candidates should note that the department will not cover any costs related to attending interviews, and correspondence will be limited to shortlisted candidates. If no feedback is received within three months of the closing date, applicants should consider their application unsuccessful.
