This position is for a Deputy Director of Human Resource Administration, based at the Head Office in Johannesburg. The role sits within the public sector and is responsible for leading and directing the human resource administration function, ensuring that the department’s HR practices are compliant, efficient, and aligned with government regulations. As a senior manager, the incumbent will be expected to provide strategic direction, oversee the implementation of HR policies, and manage a team that supports the broader organisational objectives. The role is particularly focused on recruitment and selection, the administration of employment conditions, and the maintenance of proper HR records, all within the framework of public service legislation and directives.

Candidates must hold a National Diploma at NQF Level 6 or a Bachelor’s Degree at NQF Level 7 in Human Resource Management or Industrial Psychology. In addition, applicants need between three and five years of experience at Assistant Director level, which is considered junior management, specifically within human resource administration in the public sector. A PERSAL certificate, covering introduction to PERSAL or personnel administration, is a mandatory requirement, as is a valid driver’s licence. The role demands a thorough understanding of recruitment and selection prescripts, HRM systems, DPSA directives, Batho Pele principles, and a range of labour and administrative legislation including the Labour Relations Act, Employment Equity Act, Basic Conditions of Employment Act, PFMA, National Treasury Regulations, PAIA, PAJA, POPIA, and the Occupational Health and Safety Act. Familiarity with the Senior Management Service Handbook, Resettlement Policy, Acting Policy, PMDS, and Security Management Policy is also expected.

The core duties involve developing, implementing, and reviewing human resource administration policies, strategies, and procedures. The Deputy Director will manage recruitment and selection services from start to finish, ensuring that posts are advertised timeously and that technical assessments for Senior Management Services posts are prepared and competency assessments are conducted. The role also includes managing the basic conditions of employment, overseeing the human resource registry, and managing resources such as personnel, equipment, and assets. Stakeholder engagement is a key part of the work, particularly around HR issues, and the incumbent must be able to interpret and apply policy analysis and development principles.

This is a demanding leadership role that requires both strategic thinking and hands-on operational management. The successful candidate will need to demonstrate sound judgement, integrity, and the ability to work under pressure while maintaining compliance with public service regulations. The post is graded at Level 11 and offers an all-inclusive package, reflecting the seniority of the position. It is an excellent opportunity for an experienced HR professional looking to advance their career within the public sector, particularly in a centralised head office environment where they can influence HR administration practices across the department.
