This position offers an opportunity to contribute to the financial operations of the Western Cape Mobility Department, a component of the Western Cape Government. As an Accounting Clerk specialising in Financial Accounting with a focus on Payments, the successful candidate will be based within the department’s finance unit and will play a key supporting role in ensuring that payment processes and financial administration run smoothly and in line with public service regulations. The role is situated in a dynamic government environment where accuracy, compliance, and the ability to meet tight deadlines are essential. The post is graded at a level that reflects its clerical and administrative nature, and it forms part of the broader provincial public service structure.

To be considered for this role, applicants must hold a Grade 12 certificate or an equivalent qualification. Beyond the formal qualification, the department is looking for a candidate with a solid working knowledge of financial functions and practices, including the ability to capture data, operate a computer, and collate financial statistics. A thorough understanding of the legislative framework governing public service finance is critical, including the Public Finance Management Act, Division of Revenue Act, Public Service Act and Regulations, National Treasury Regulations, Provincial Treasury Instructions, and the Preferential Procurement Policy Framework Act. Familiarity with financial operating systems such as PERSAL, BAS, and LOGIS is also required. In addition to technical knowledge, the role demands strong computer skills, planning and organising abilities, good verbal and written communication, basic numeracy, reporting skills, and sound interpersonal relations. The successful candidate must demonstrate accuracy, an aptitude for figures, flexibility, teamwork, and the ability to work under pressure. A willingness to work irregular hours and meet tight deadlines is also essential, as is the ability to perform routine tasks and operate standard office equipment.

The core duties of the position revolve around rendering financial accounting support services, with a particular emphasis on payment office clerical support within the component. This includes providing support with reporting responsibilities and delivering broader financial administration support services. In practice, the incumbent will be expected to assist with the processing and capturing of payment-related data, maintain accurate records, and ensure that all financial transactions are handled in accordance with applicable legislation and departmental procedures. The role also involves liaising with internal stakeholders and supporting the component in meeting its financial obligations timeously and correctly. The work is detail-oriented and requires a methodical approach to ensure that all payments are supported by the necessary documentation and authorisations.

There are several important conditions attached to this vacancy. Shortlisted candidates will be required to attend interviews on a date and time determined by the department, and they must submit duly completed and signed vetting and supporting documentation within a specified timeframe prior to the interview. Failure to do so, without reasonable justification, may result in disqualification from the process. All shortlisted candidates will also undergo two pre-entry assessments: a practical exercise to determine suitability based on the technical and generic requirements of the post, and an integrity assessment relating to ethical conduct. The selection process will be guided by the employment equity targets of the employing department. Furthermore, by applying, candidates consent to the Western Cape Government contacting previous employers or managers for employment references, including enquiries about disciplinary records and reasons for leaving. This is a demanding but rewarding role for a detail-conscious individual who thrives in a structured, compliance-driven environment and wishes to build a career within the public service financial sector.
